The content below is mentioned in Notice 173/TB-VPCP dated April 22, 2024, regarding the conclusion of Prime Minister Pham Minh Chinh at the Meeting of the National Committee for Educational Innovation and Training on "Innovating and Developing Preschool Education until 2030, with a Vision to 2045" issued by the Government Office.

In order to continue innovating and developing preschool education in line with its crucial role in the national education system, the Prime Minister requests the following:

(1) Ministry of Education and Training: Incorporate the opinions of the delegates attending the meeting to continue improving the Government's report proposal to submit the Resolution on universalizing preschool education for children aged 3-5 and the Resolution on innovating the Preschool Education Program in a meticulous, high-quality, and proper manner, following the regulations of the law.

The report needs to include a summary of the implementation process, a summary report, draft products, and pay attention to: clarifying the political and legal basis for proposing the issuance of 02 Resolutions by the National Assembly; evaluating the current situation and the impact of policies; summarizing the implementation process and calculating the resource needs regarding the workforce, infrastructure (complete and clear data with a basis); clarifying the content of innovation; proposing solutions, mechanisms, and policies to address and overcome difficulties; and specifying the responsibilities of the National Assembly, the Government, ministries, sectors, and localities. Deputy Prime Minister Tran Hong Ha is assigned to continue directing this content.

(2) Relevant ministries, agencies, and localities should proactively coordinate with the Ministry of Education and Training in implementing the objectives, tasks, and solutions to promptly overcome difficulties and contribute to innovating and developing preschool education.

(3) People's Committees of provinces and centrally-run cities:

- Proactively develop programs, plans, and specify objectives, tasks, and solutions to implement the innovation and development of preschool education in the area; continue to fully and effectively implement mechanisms, policies, and tasks according to the regulations of the Government, the guidance of the Prime Minister, and the encouraging policies of the Party and the State to attract resources and invest in the development of preschool education at the local level; review, study, and propose tasks, solutions to overcome difficulties in preschool education at the local level according to the regulations of the law and the socio-economic conditions of the locality.

- Prioritize the allocation of staff positions and recruitment of preschool teachers according to regulations to ensure the safety of children and the quality of preschool education.

- Pay attention to allocating budgets for public investment in the period 2026–2030 in accordance with the principles and criteria for allocating public investment capital and other resources to supplement, repair, renovate, and replace temporary classrooms, build solid and safe classrooms, allocate funds for the development of preschool education, meet the requirements of universalization; efficiently use funds from national target programs to invest in the innovation and development of preschool education.
