Regarding this issue, LawNet would like to answer as follows:

On August 1, 2023, the Ministry of Information and Communications of Vietnam issued Official Dispatch 3109/BTTTT-CDSQG on improving the quality and efficiency of online public services.

To consider reducing fees and charges to encourage the use of online public services in Vietnam

In order to improve the quality of provision and efficiency of using online public services in the near future, the Ministry of Information and Communications of Vietnam has requested that relevant agencies immediately implement the following contents:

- Review, update, supplement, or issue an action plan in 2023 to improve the quality of online public service delivery that clearly assigns tasks, focal points, resources, and specific completion deadlines.

Completion deadline: August 2023.

- Expeditiously complete the implementation of the information system for handling administrative procedures at ministerial and provincial levels on the basis of merging the Public Service Portal and the electronic one-stop shop; At the same time, it is recommended that enterprises providing technology solutions upgrade to the latest version.

Completion deadline: August 2023.

- Promulgate a document assigning the online application rate quota to the head of each agency, unit under the ministry, and province in 2023.

Completion deadline: August 2023.

- Consider having a policy to reduce fees and charges to encourage people to use online public services.

Completion deadline: 2023.

- Review and select eligible administrative procedures within ministries, sectors, and localities to ensure the implementation of online public services in full and in part in accordance with the provisions of Decree 42/2022/ND-CP dated June 24, 2022, of the Government on the provision of online public information and services by state agencies in the network environment.

People's Committees of provinces and cities shall ensure that at least 80% of administrative procedures are provided as online public services, and at least 80% of online public services are provided in the form of complete online public services.

Completion deadline: August 2023.

- Promulgate policies to reduce online processing time to encourage people to use online public services. Completion deadline: August 2023.

- Pilot implementation of a number of services that do not accept paper copies, and some days do not accept paper copies.

Completion deadline: August 2023.

- Direct the community digital technology team to actively deploy every alley, knock door-to-door, and guide each person to use online public services.

Completion deadline: August 2023.

- Implement training solutions for cadres, civil servants, and public employees with professional knowledge and skills to ensure online public service provision.

Completion deadline: August 2023.

- Accelerate the implementation of the receipt of documents, return the results of administrative procedures through the public postal service to support the implementation of online public services, ensuring that individuals and organizations do not have to be present at state agencies if not provided for by law.

Completion deadline: August 2023.

- Review administrative procedures and online public services; prioritize 25 essential public services with many users to simplify, restructure the implementation process, remove unnecessary intermediate steps, and remove existing record elements in the database to create more favorable conditions for people to access and implement.

Completion deadline: September 2023.

- Design and redesign the interface and user experience for online public services, giving priority to 25 essential public services with many users. Particular attention is paid to providing simple, intuitive, easy-to-understand, and easy-to-follow instructions, helping people to understand and implement themselves easily and conveniently.

Completion deadline: August 2023.
