The Prime Minister of Vietnam issued Directive 19/CT-TTg dated June 3, 2023 on promoting digital transformation in the cooperative economic sector.
To consider digital transformation in the cooperative economic sector as a key task in Vietnam (Internet image)
In order to promptly remove difficulties and obstacles, promote digital transformation activities in the cooperative economic sector, the Prime Minister requested ministers, chairpersons of provincial-level People's Committees, members of the National Committee on Digital Transformation, and heads of the Digital Transformation Steering Committees of ministries, branches, and localities to perform a number of specific tasks and solutions as follows:
- Expeditiously and drastically organizing the implementation of tasks assigned in the National Digital Transformation Program, the National Strategy for Digital Government Development, and the National Strategy for Digital Economy and Digital Society Development;
Tasks in Plan 10-KH/TW and Resolution 09/NQ-CP to promote the implementation of Resolution 20-NQ/TW on continuing to innovate, develop, and improve collective economic efficiency in the new period
In which digital transformation in state management of cooperative economies and cooperatives is considered a key task and a core factor, synchronously implement many solutions to promote digital transformation, associated with innovation in management and operation modes of this economic model.
- Strengthening the mobilization of resources, connecting partners in the innovation ecosystem to support the development of the cooperative economic sector and digital transformation cooperatives, and connecting and facilitating cooperatives to participate in global supply chains through digital transformation
(Join e-commerce platforms, build websites to introduce products in many languages...).
- Promoting communication, especially policy communication, to help cooperative economic organizations and cooperatives grasp the party's guidelines and the State's policies and laws on digital transformation and become fully aware of the inevitable trends, challenges, and opportunities of digital transformation.
- Actively solve problems within their competence and coordinate with relevant agencies to report them to competent authorities to implement goals and tasks related to collective economic development, including digital transformation in this area.
Specifically, the Prime Minister requested the People's Committees of the provinces and centrally-run cities to focus on directing and organizing the implementation of mechanisms and policies, removing difficulties and obstacles, and creating favorable conditions for the collective economic development in the locality. Actively implementing digital transformation according to functions, tasks, and authority.
Simultaneously, building and replicating effective cooperative models, cooperative models successfully implement digital transformation by reducing costs, optimizing resources, linking production associated with product consumption along the value chain; applying high technology, and promoting digital transformation.
In addition, I mobilize and effectively use resources, integrate capital sources from the Socio-economic Recovery and Development Program, and implement three national target programs in the locality to develop the collective economy and promote digital transformation in the collective and cooperative economic sectors.
For the Ministry of Agriculture and Rural Development, the Prime Minister directed and requested the implementation of a number of specific tasks and solutions, as follows:
- Researching and submitting to competent authorities mechanisms, policies, and regulations for the implementation of traceability of agricultural products by digital technology to protect and encourage investors and cooperatives to produce clean, high-tech, organic, and circular agriculture.
- Deploying the digitization of databases and information on agricultural cooperatives. Promote guidance and support agricultural cooperatives to apply information technology and digital transformation in production and business activities.
- Lead and coordinate with ministries, agencies, and localities to promote digital transformation for cooperatives participating in the One Commune One Product Program for the 2021–2025 period (OCOP) according to Decision 919/QD- TTg.
