Completing the legal system on resource management and environmental protection of sea and islands in Vietnam is one of the solutions outlined at Resolution 48/NQ-CP 2023 approving the Strategy for exploitation and sustainable use of natural resources and environmental protection of sea and islands up to 2030, with a vision to 2050.

Specifically, solutions to improve the legal system on natural resource management and environmental protection of the sea and islands are prescribed as follows:

- Review and perfect the legal system on natural resources and the environment of the sea and islands; study and develop a Law on Management and Use of Marine Areas in order to regulate the allocation of certain marine areas to organizations and individuals for exploitation and use of marine resources;

Soon fully issue mechanisms and policies to mobilize and effectively use all domestic and foreign resources to fully exploit the potential of marine resources;

Research and formulate legal regulations on budgeting for marine resources and the environment at the central and local levels; actively participate in and actively promote the formation of global and regional mechanisms related to marine and island resources.

- Formulate policies to encourage socio-economic development in combination with defense and security protection on islands, especially outpost islands.

- Consolidate the system of general state management agencies in charge of the sea from central to local levels to ensure modernity and synchronization; build a contingent of highly qualified and professional staff;

Improve the efficiency of coordination between agencies, between the central and local authorities in the state management of marine and island resources; to form an inter-sectoral coordinating agency to uniformly direct the implementation of the Strategy.

- Strengthen the capacity and organize the apparatus for general management of natural resources and environmental protection of the sea and islands with sufficient competence to carry out coordination and coordination work and resolve overlapping conflicts between ministries, branches, and localities in the exploitation and use of resources, and environmental protection of the sea and islands.

- Formulate a sustainable investment policy for the tasks of general management of seas and islands and invest in the development of programs, projects, and the construction of key economic works; socialize public non-business services in the field of seas and islands.

- Build a legal corridor to apply economic tools in the management of marine resources and the environment, such as pollution fees, discharge fees, product fees, tax administration fees, marine environmental funds, and other subsidies.

In addition, the Government assigns responsibility to the Ministry of Natural Resources and Environment of Vietnam.

- Assume the prime responsibility for organizing the implementation of the Strategy for exploitation and sustainable use of natural resources and environmental protection of seas and islands by 2030, with a vision to 2050; guide ministries, ministerial-level agencies, government-attached agencies, People's Committees of 28 provinces, centrally-run coastal cities, and related agencies and organizations to implement the objectives, tasks, and solutions of the Strategy.

- Lead and coordinate in reviewing and assessing the current situation to propose amendments, supplements, and improvements to the legal system on marine resources, improving the effectiveness and efficiency of state management of marine resources. and islands.

- Assume the prime responsibility for, and coordinate with ministries, branches, and People's Committees of 28 centrally affiliated cities and provinces in deploying, guiding, and inspecting the implementation of the Strategy.

- The focal point for summarizing the implementation of the Strategy, annually report to the Prime Minister of Vietnam; organize a preliminary review of the implementation of the Strategy by 2025, and propose amendments and supplements to priority tasks for the next period.
