Regarding this issue, LawNet would like to answer as follows:

The National Assembly passed Resolution 103/2023/QH15 dated November 9, 2023 on the 2024 Socio-Economic Development Plan.

To complete the legal framework to implement salary policy reform as of July 1, 2024

Specifically, the National Assembly requests the Government and relevant agencies to build and complete a uniform legal framework to promptly and effectively implement the salary policy reform plan from July 1, 2024, according to Resolution 27-NQ/TW dated May 21, 2018 of the Central Executive Committee on salary policy reform for cadres, civil servants, public employees, armed forces, and employees in enterprises;

Review and complete salary policies, social insurance policies, and unemployment insurance policies in the direction of expanding coverage and developing participants; have effective solutions and policies to overcome the situation where employees withdraw social insurance at one time.

In addition, in the task of comprehensive development of cultural and social fields, ensuring harmonious connection with economic development; ensuring social security, and improving the material and spiritual lives of the people, the 2024 Socio-Economic Development Plan also has some contents as follows:

- Strengthen supply-demand connections, strongly develop the labor market; promote sustainable job creation and effective labor use, especially through programs, projects, and credit policies to support job creation and labor market participation, build harmonious, stable, and progressive labor relations; and do well in occupational safety and hygiene and foreign labor management in Vietnam.

- Promote the development of social housing and worker housing; quickly and effectively deploy the investment project to build at least 01 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030.

- Soon issue social protection policies for poor households unable to work according to Directive No. 05-CT/TW dated June 23, 2021, of the Secretariat on strengthening the Party's leadership for sustainable poverty reduction until 2030.

- Research and promulgate credit policies to support poverty reduction, especially loans for the repair and construction of new housing for poor and near-poor households in rural areas.

- Effectively implement solutions to ensure multidimensional, inclusive, and sustainable poverty reduction goals by integrating policies in different fields to avoid overlap and duplication, ensuring synchronization and efficiency associated with sustainable development goals, and gradually increasing minimum living standards and people's ability to access basic social services.

- Research and develop a comprehensive policy framework on population, ensuring the replacement birth rate is suitable for regions, population groups, and population quantity and quality, contributing to prolonging and taking advantage of opportunities during the golden population period.

- Focus on improving the lives of ethnic minorities, people in remote areas, border areas, islands, and disadvantaged areas.

- Research and report to competent authorities on the national target program on drug prevention and control and improving the effectiveness of drug addiction treatment.

- Implement fully, promptly, effectively, and ensure publicity and transparency of preferential policies for people with meritorious services to the revolution, especially Directive No. 14-CT/TW dated July 19, 2017 of the Secretariat on continuing to strengthen the Party's leadership in the work of people with meritorious services to the revolution and the Ordinance on Preferential treatment for people with meritorious services to the revolution.

- Urgently promulgate and implement the Housing Support Program for people with meritorious services to the revolution in the period 2021–2025.
