Regarding this issue, LawNet would like to answer as follows:
On July 26, 2023, the Prime Minister issued Decision 895/QD-TTg on the implementation plan of Conclusion 44-KL/TW, on continuing the implementation of Directive 43-CT/TW on strengthening the leadership of the Party over the work of the Vietnam Red Cross Society in the new situation promulgated by the Prime Minister of Vietnam.
Specifically, in focusing on building and perfecting mechanisms, policies, and laws on Red Cross activities and humanitarian work, the Prime Minister stated the following contents:
- Continuing to institutionalize and effectively implement Conclusion 44-KL/TW; Directive 43-CT/TW 2010; and the Party's guidelines and guidelines on humanitarian work and Red Cross activities.
- Researching and review the Law on Red Cross Activities and propose to improve the legal provisions related to the organization of the Association and Red Cross activities according to 07 areas prescribed by the Law on Red Cross Activities in order to promote the core role, focal point for connection and coordination in Red Cross work, humanitarian activities, and international cooperation in the humanitarian field of the Vietnam Red Cross Society in the new situation.
- Developing and completing the Decree replacing Decree 45/2010/ND-CP and Decree 33/2012/ND-CP amending and supplementing Decree 45/2010/ND-CP; improving the effectiveness and efficiency of state management; and overcoming shortcomings and problems related to mechanisms and policies for associations assigned by the Party and State; including the Vietnam Red Cross Association, ensuring synchronization and creating favorable conditions for the Association to operate effectively in the new situation.
- Preliminary review of the implementation of Decree 93/2019/ND-CP on that basis, proposing amendments and supplements to Decree 93/2019/ND-CP to create conditions for citizens and organizations to participate in the establishment of funds and to coordinate well with the Red Cross in carrying out activities for humanitarian purposes; and at the same time stipulate the decentralization and competence to handle administrative procedures in the locality.
- Studying the mechanism of contracting salary funds and operating funds according to assigned tasks, step by step, helps the Vietnam Red Cross Association become self-sufficient in funding sources to implement salary reform for Vietnamese Red Cross officials at all levels.
- Stepping up the management, inspection, supervision, inspection, and handling of violations in Red Cross activities and humanitarian work.
Specifically, the Prime Minister proposed to actively transform digitally, improve the quality of activities of specialized agencies of the Vietnam Red Cross Society, and, step by step, become financially self-sufficient through performing "ordering" tasks and performing humanitarian activities in accordance with the law.
In addition, the following contents are also focused on consolidating the organization and improving the quality of activities of the Vietnam Red Cross Society:
- Strongly renovating the contents and methods of Red Cross activities and humanitarian work with the spirit of initiative, creativity, practicality, and efficiency, associated with social security tasks and local practices; expanding the scope of help; spreading widely the nation's benevolent tradition, the humanitarian value of Red Cross work.
- Performing responsibilities and tasks of managing press agencies under the Association in accordance with the regulations of the Party and State.
- Well organizing humanitarian activities, improve the quality of activities in response and help in emergency situations, prevent and control natural disasters, fires, climate change, epidemics, and other force majeure reasons. .
Effectively deploying community-based health care activities, mobilizing blood donation, and developing social funds to care for those affected.
- Consolidating and consolidating the organization from central to grassroots levels; formulating a project on consolidating and renovating the organization and operation of the Association and submitting it to competent authorities for approval; focusing on developing members, volunteers, and collaborators of the Red Cross in agencies, schools, businesses, and residential communities.
