On December 1, 2023, the Prime Minister issued Official Telegram 1284/CD-TTg on strengthening the management and use of electronic invoices for petroleum business and retail activities.

Following Official Dispatch 1123/CD-TTg dated November 18, 2023 on strengthening the management and use of electronic invoices, contributing to promoting digital transformation, strengthening the management and use of electronic invoices for petroleum business and retail activities, contributing to creating an equitable, favorable business environment and protecting consumer interests, and contributing to fighting negativity, corruption, and smuggling; the Prime Minister requests the Minister of Finance to perform the following tasks:

- Drastically direct tax authorities at all levels to continue promoting and diversifying measures and solutions to propagate to taxpayers, stores, and petroleum businesses regulations on issuing electronic invoices according to each sale in Decree 123/2020/ND-CP.

- Chair and coordinate with the Minister of Industry and Trade, the Minister of Science and Technology, the Minister of Information and Communications, the Minister of Public Security, and the Chairman of the People's Committee of provinces and centrally run cities. Immediately deploy synchronous, effective, and drastic solutions requiring petroleum business units to issue electronic invoices for each sale at petroleum retail stores and connect data with tax authorities according to the law; completed in December 2023.

- Preside and coordinate with the Minister of Public Security, the Minister of Information and Communications, and relevant agencies to build and complete the information technology system for electronic invoices, ensure the receipt and connection of electronic invoice information by tax authorities is smooth and convenient, and contribute to improving the efficiency of tax management; completed no later than the first quarter of 2024.

- Direct the tax authorities to coordinate with the police and other relevant agencies to strengthen inspection and examination of electronic invoices at petrol and oil stores, ensure compliance with legal regulations, and strictly handle according to law if failure to comply or intentional failure to comply.

Localities grasp the current situation of implementing electronic invoices for each sale in Vietnam

Also according to Official Telegram 1284/CD-TTg dated December 1, 2023, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities to perform the following tasks:

- Direct local agencies (finance, industry and trade, police, communications, planning and investment, science and technology, etc.) closely coordinate with tax authorities to grasp the current status of implementing electronic invoices for each sale, the level and ability to meet the implementation of electronic invoices for each sale, and connect with tax authorities of local petroleum retail stores to advise and propose to the Chairman of the People's Committees of provinces and centrally run cities solutions and measures to drastically promote and supervise petroleum retail business units in the area. Electronic invoices can be issued after each sale according to regulations.

- Strengthen direction of local departments and agencies to closely coordinate with tax authorities to promote management, inspection, supervision, and detection and strictly handle cases of violations, failure to implement, or intentional failure to issue electronic invoices for each sale for petroleum retail activities locally and connect electronically with tax authorities.
