Regarding this issue, LawNet would like to answer as follows:
On January 18, 2024, the Prime Minister issued Decision No. 76/QD-TTg approving the National Program for the Protection and Development of Fisheries Resources until 2030.
Specific measures to improve mechanisms and policies in the National Program for the Protection and Development of Fisheries Resources until 2030 will include the following contents:
- Amending, supplementing, and improving legal regulations on the management, protection, and development of fisheries resources.
- Improving and implementing policies for occupation conversion and diversification of livelihoods for communities living in and around marine conservation areas; fishermen engaged in fishing activities in coastal areas; policies to support fishermen during the period of ban on fishing; policies to support the conversion of fishing activities that have significant impacts on fisheries resources, the environment, and ecosystems to environmentally friendly fishing activities or activities outside the fisheries sector.
- Developing and issuing effective mechanisms and policies to mobilize and utilize domestic and foreign resources in the work of conserving, protecting, restoring, and developing fisheries resources; restoring aquatic ecosystems; supporting the implementation of co-management in fisheries resource protection; effective coordination mechanisms among functional forces (fisheries inspection, specialized fisheries inspection, forestry inspection, border guard, maritime police, marine traffic police, environmental crime police, local police) to carry out well the inspection, control, detection, and handling of law violations in fishing activities at sea and in inland areas.
- Reviewing, developing, supplementing, and issuing economic and technical procedures and standards for: surveying and assessing fisheries resources and the living environment of fish species; monitoring environmental changes, fisheries resources, and biodiversity; preserving original breeds of endangered, rare, and valuable fish species; restoring coral reefs; and creating artificial reefs as habitats for fish species.
In terms of protecting fisheries resources, the Prime Minister has outlined the following contents:
- Organizing the management of fisheries resource protection areas, areas with temporary fishing bans, and natural migration routes of fish species.
- Developing and implementing measures to protect endangered, rare, and valuable fish species, such as: plans for the management and conservation of marine species; plans for the management and conservation of sharks and rays; evaluating the results; and developing an action plan for the conservation of sea turtles in Vietnam in a new phase.
- Developing plans and organizing the management of fisheries resources and aquatic ecosystems in special-use forests, protected forests, and wetland conservation areas.
- Strictly controlling the exploitation, aquaculture, transportation, trading, and consumption of endangered, rare, and valuable fish species.
- Establishing and operating the Fisheries Resource Protection and Development Fund, Community Fund in accordance with the provisions of the Law on Fisheries 2017.
