Regarding this matter, LawNet would like to answer as follows: 

On April 2, 2024, the Government issued Resolution 38/NQ-CP on the Government's action program to implement Conclusion 62-KL/TW in 2023, implementing Resolution 19-NQ/TW in 2017 on continuing to renovate the organizational and management system, improve the quality and efficiency of public service providers.

To complete the arrangement of public service providers in Vietnam before December 31, 2024

The Government issued an action program to implement Conclusion 62-KL/TW in 2023 with the following requirements:

(1) Adhere to Conclusion 62-KL/TW to continue effectively implementing Resolution 19-NQ/TW and strive to achieve specific targets:

- By 2025:

+ Continue to reduce the average number of public service providers nationwide by at least 10% compared to 2021, ensuring that the arranged public service providers have appropriate organizational structure, staffing linked to job positions, advanced management methods, enhanced application of information technology, science and technology; the effectiveness of operations is evaluated based on products and work results.

For ministries and sectors, strive to reduce the number of public service providers under their management by 13.5% compared to 2021, and complete the arrangement of public service providers before December 31, 2024.

Ministries, sectors, and localities that have achieved the minimum target of reducing 10% of public service providers in the period 2015-2021 will continue with the arrangement to ensure a minimum average reduction of 20% of public service providers nationwide by 2025 compared to 2015. Ministries, sectors, and localities that have achieved the minimum target of reducing 20% of public service providers in the period 2015-2025 will continue to review and intensify the arrangement in order to streamline agencies and ensure the completion of the objectives set by Resolution 19-NQ/TW by 2030 as required in Conclusion 62-KL/TW.

+ For public employee and public service workforce receiving salaries from the state budget, implement the downsizing roadmap of the Party Central Committee and the Politburo.

+ Strive to have a minimum of 20% financially autonomous units. For ministries and sectors, strive to achieve over 60% of public service providers under their management being able to self-fund routine expenditures.

+ Archive the objective where 100% of economic and other career units are eligible to successfully convert to joint-stock companies.

+ Continue to reduce the average direct budget allocation to public service providers by 10% compared to the period 2016-2020.

- By 2030: Strive to only have public service providers serving political tasks, serving state management, and units providing essential public career services; reduce the number of public employee and public service workforce receiving salaries from the state budget by 10% compared to 2025; reduce the average direct budget allocation to public service providers by 15% compared to the period 2021-2025.

(2) Assign specific tasks and provide a specific roadmap for the implementation by ministries, sectors, and localities.

(3) Strengthen inspection, examination, and supervision of the organization's implementation and evaluation of results.
