To complete the application for amendments to Decree 37/2019/ND-CP guiding the Law on Planning in Vietnam (Internet image)

The Prime Minister of Vietnam issued Directive 15/CT-TTg dated May 25, 2023, on accelerating progress and improving the quality of planning work for the period 2021–2030, with a vision to 2050.

Completing the application for amendments to Decree 37/2019/ND-CP guiding the Law on Planning in Vietnam

Specifically, to improve the quality of planning, strive to basically complete national, regional, and provincial master plans in 2023.
The Prime Minister requests the Ministry of Planning and Investment to perform the following tasks:

- Completing the dossier of amending and supplementing a number of articles of Decree 37/2019/ND-CP detailing a number of articles of the Law on Planning to submit to the Government for consideration and promulgation; focusing on researching and promulgating the Circular amending and supplementing Circular 08/2019/TT-BKHDT guiding the norms for planning activities according to abbreviated order and procedures in the second quarter of 2023.

- Assuming the prime responsibility for, and coordinating with relevant agencies in, comprehensively assessing the implementation of the Law on Planning and planning-related contents in laws and legal documents to urgently submit to the National Assembly for consideration amendments and supplements to the Law on Planning and other laws related to planning in order to meet the requirements of state management on planning work, ensuring the synchronization and unification of the legal system.

- Continuing to upgrade, build, perfect, manage, operate, and exploit the national information system and database on planning, focusing on building and perfecting the database on shared planning, ensuring scientific synchronization, avoiding waste, effectively serving the work of making, appraising, approving, announcing, adjusting, and organizing the implementation of the planning, and supervising and evaluating the implementation of the planning according to the provisions of the Law on Planning.

- Monitoring, urging, and inspecting the implementation of Resolution 108/NQ-CP on the implementation of Resolution 61/2022/QH15; continue to strengthen the effectiveness and efficiency of the implementation of policies and laws on planning and a number of solutions to remove difficulties and obstacles; speeding up the formulation; and improving the quality of planning in the 2021–2030 period.

Strengthening responsibility and coordination in the implementation of planning work in the locality in Vietnam

According to Directive 15/CT-TTg, the Prime Minister of Vietnam gave specific solutions and tasks on strengthening responsibility and coordinating in implementing planning as follows:

- Enhancing coordination and sharing of complete, timely, accurate, and consistent information in planning and implementation of related policies to ensure the synchronization of planning levels in the national planning system.

- Strengthening the initiative and decisiveness in handling planning-related issues according to the assigned functions, tasks and powers.

- Actively providing and regularly updating relevant data under management for integration and sharing in the information system and national database on planning.

- Focusing on allocating resources, proposing mechanisms and policies to effectively implement planning objectives, ensuring consistency, synchronized with the implementation of the 10-year socio-economic development strategy 2021-2030, socio-economic development plans of each ministry and locality.

- Being responsible for the management, payment, and settlement of capital sources in strict compliance with the provisions of the law on public investment and the law on the state budget; taking responsibility for contractor selection, contract management to ensure strict, effective, and strict compliance with the provisions of the law on bidding.

- Regularly organizing professional training and retraining to improve the capacity of staff in charge of planning.
