On August 27, 2024, the Prime Minister of the Government of Vietnam issued Decision 918/QD-TTg regarding the Implementation Plan for Conclusion 83-KL/TW and Resolution 142/2024/QH15 on salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services, and social benefits.

To complete policies on salary increase for officials and public employees in Vietnam

In the implementation plan for Conclusion 83-KL/TW and Resolution 142/2024/QH15 on salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services, and social benefits, the following contents will be included:

(1) Continue to streamline and downsize the organizational structure, reduce the payroll funded by the state budget, restructure the team of officials and public employees according to job positions, titles, and leading roles as per Resolution 18-NQ/TW and Resolution 19-NQ/TW of the Central Conference 6, session XII linked to the requirement of salary policy reform in Resolution 27-NQ/TW:

Ministries, central authorities, and local authorities will preside and cooperate with the Ministry of Home Affairs, the Central Organization Committee, and relevant agencies to continue implementation in 2024 and the following years.

(2) Complete policies on salary upgrades:

The Ministry of Home Affairs will preside and cooperate with relevant ministries and agencies to study and present appropriate revisions and supplements to the law on officials and public employees related to salary upgrade policies and extended periods for salary upgrades.

(3) Develop and complete new salary policy documents for officials, public employees, and armed forces starting from July 1, 2024:

The Ministry of Home Affairs will preside and cooperate with relevant ministries and agencies to:

- Develop and present to the Government of Vietnam a decree on statutory pay rate and reward policies for officials, public employees, and armed forces; issue circulars guiding the implementation of statutory pay rates for those receiving salaries and allowances in agencies, organizations, and public service providers of the Communist Party, the State, the Vietnam Fatherland Front, political-social organizations, and associations; circulars guiding the adjustment of monthly allowances for commune-level officials who have retired.

- Study and present suitable revisions and supplements to the law on officials and public employees concerning the authority and responsibilities of heads in evaluating and classifying officials and public employees for salary and reward based on task performance results.

- Promptly recognize difficulties, obstacles, and arising issues to handle according to their authority or report to competent authorities for resolution during the implementation of salary policy reform contents.

- Preside and cooperate with the Ministry of Labor - Invalids and Social Affairs, the Ministry of Finance, and relevant ministries and central authorities to prepare a report for the National Assembly at the 9th Session on the implementation of salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services, and social benefits as stipulated in point d, section 6.2 of Resolution 142/2024/QH15.

(4) Guide the determination of requirements, sources, and methods of disbursement for the implementation of the statutory pay rate and reward policies; summarize requirements and sources, and present to competent authorities to supplement the missing funds due to the adjustment of statutory pay rate and reward policies; collaborate with relevant ministries and central authorities to propose to competent authorities to amend or abolish specific financial and income mechanisms for agencies and units currently applying specific financial and income mechanisms and report to the National Assembly at the 9th Session of the 15th National Assembly; complete financial management mechanisms for administrative agencies and public service providers:

The Ministry of Finance will preside and cooperate with relevant ministries and agencies to present to the Government of Vietnam or issue according to their authority.

(5) Review and amend, supplement policies on allowances and specific policies for officials, public employees, and armed forces, which arise any inconsistencies during implementation:

Industry and field management ministries will preside and cooperate with the Ministry of Home Affairs, the Ministry of Finance, and relevant ministries and agencies to present to the Government of Vietnam, the Prime Minister of the Government of Vietnam, or issue according to their authority.
