Regarding this issue, LawNet would like to answer as follows:

On August 30, 2023, the Prime Minister issued Decision 1007/QD-TTg approving the Planning for the system of social facilities to nurture and care for people with meritorious services to the revolution in the period 2021–2030, with a vision to 2050.

To complete legislative documents on the regime of nurturing and nursing people with meritorious services in Vietnam

Specifically, solutions to implement mechanisms and policies in the Planning for the system of social facilities nurturing and nursing people with meritorious services to the revolution in the period 2021–2030, with a vision to 2050, are as follows:

- Complete legal documents related to the establishment, organization, and operation of social establishments nurturing and nursing people with meritorious services to the revolution; regime for nurturing and nursing people with meritorious services.

- Develop criteria and standards to contribute to improving the quality of nurturing and nursing services for people with meritorious services, such as standards for health and rehabilitation, hygiene, nutrition, culture, sports, entertainment, the environment, campus housing, and administrative management at social facilities that nurture and care for people with meritorious services.

- Review, arrange, reorganize, and flexibly transform the operating model of social establishments, nurturing and nursing people with meritorious services to the revolution, increasing connectivity between localities, and nursing facilities in implementing the nursing regime for people with meritorious services to the revolution.

To research and propose programs and projects on preferential treatment for people with meritorious contributions to the revolution in Vietnam

According to Decision 1007/QD-TTg, the Prime Minister assigned the Ministry of Labor, War Invalids, and Social Affairs to carry out the following tasks:

- Preside and coordinate with ministries, branches, and People's Committees of provinces and centrally-run cities responsible for managing and organizing the implementation of the Plan; Periodically organize an evaluation of the implementation of the Plan; review and adjust the Planning and announce the Planning according to regulations.

- Research and propose programs and projects on preferential regimes for people with meritorious services to the revolution in general and policies for nurturing and nursing people with meritorious services to the revolution in particular.

- Implement plans, advise, and propose necessary solutions to implement the Plan synchronously and effectively.

- Develop and organize the implementation of plans and solutions to enhance training, foster, and learn from experience to improve qualifications and skills for staff and employees at social facilities that nurture and care for people with meritorious contributions to the revolution.

- Supervise, evaluate, investigate, survey, build a database, summarize and summarize the results of the implementation of the Plan, and report to the Prime Minister; provide relevant data to update the national planning database according to regulations; communicate to raise community awareness about the field of incentives for people with meritorious services.

- Coordinate with the Ministry of Finance and the Ministry of Planning and Investment to arrange funds to implement the Planning for a system of social facilities to nurture and care for people with meritorious contributions to the revolution in the period 2021–2030, with a vision to 2050.

- Develop policies to support travel costs for localities to ensure that people with meritorious services have access to care and nursing services and can visit and relax at many tourist destinations across the country.

- Research and develop policies to expand beneficiaries of annual nursing benefits consistent with the ability of social establishments to nurture and care for people with meritorious services and the ability to ensure funding from the state budget from 2030 for people with meritorious services to the revolution.

- Develop health care programs and projects and improve the quality of nurturing and nursing services for people with meritorious contributions to the revolution in the period 2021–2030 and the following years.

Decision 1007/QD-TTg takes effect from the date of signing.
