Regarding this issue, LawNet would like to answer as follows:
On December 21, 2023, the Prime Minister issued Directive 31/CT-TTg to strengthen the work of ensuring traffic order and safety for school-age students in the new situation, including requiring inspection of students' use of vehicles in school
To prevent and minimize traffic accidents related to student age, build a culture of voluntarily obeying traffic laws among students, the future generation of the country's owners; The Prime Minister requested the Ministry of Public Security perform the following key tasks:
- Direct police forces at all levels to well implement the Program to coordinate with the education sector on strengthening propaganda, dissemination, and legal education on traffic order and safety in educational establishments;
Enhance the dissemination of knowledge and skills for safe traffic participation for parents in the case of transporting children on cars, motorbikes, and other vehicles; Ensure that each high school, middle school, and elementary school has at least one propaganda session each semester on traffic order and safety.
Coordinate with the education sector to guide and organize for schools, parents, students, officials, teachers, and employees to sign a commitment to compete and comply with traffic laws. Mobilize organizations, individuals, and businesses to donate standard helmets to students.
- Direct district-level police to preside over and coordinate with high schools; Commune-level police preside over and coordinate with secondary schools and elementary schools in the area to check the use of vehicles by students, especially in school parking lots and school gate areas;
Coordinate with schools to work with parents and violating students to remind and request enhanced management and education to prevent students from violating and re-offending; Review cases of youth, teenagers, and students showing signs of racing and gathering to disrupt public order and take them into management and education at the grassroots level.
- Strengthen patrol and control work; promptly detect and handle violations of traffic order and safety, especially violations that pose a risk of causing accidents for students; In the event of student violations, send notice to the school for appropriate handling and educational measures; Strictly handle cases of parents picking up and dropping off their children in violation of traffic order and safety on routes near school areas; Resolutely, do not allow unsafe vehicles to be used to transport and pick up students.
Each locality, based on the practical situation, must have a specific plan every year to control this topic.
- Traffic accidents involving students must be urgently investigated and handled according to the provisions of the law; Consolidate records to handle acts of handing over vehicles or allowing unqualified people to drive vehicles, causing accidents; Identify specific causes of accidents and recommend preventive solutions.
- Regularly review cyberspace, detect, and strictly handle violations related to promoting violations, racing, swerving, swinging, and other behaviors that negatively affect young people.
