Regarding this issue, LawNet would like to answer as follows:

On November 7, 2023, the Ministry of Information and Communications issued Decision 2158/QD-BTTTT approving the Project to determine the Index to evaluate the level of digital transformation of enterprises and support the promotion of digital transformation of enterprises. (Scheme)

To build an information system to support businesses in digital transformation in Vietnam

Specifically, building an information system to support businesses in digital transformation in the project will be implemented according to the following contents:

Building an Information and Communications Industry Consultant Network Portal at https://dbi.gov.vn (referred to as the DBI Portal) to register and recognize consultants; manage, monitor, and evaluate the activities of organizations and individuals belonging to the Information and Communications industry consultant network; Providing information about the Consultant Network and tools to support consultants and businesses in assessing the level of enterprise digital transformation to ensure the following requirements:

- Be the focal channel for providing and updating information on business digital transformation of the Ministry of Information and Communications; announce criteria for recognizing individuals and consulting organizations in the field of information and communication; Receive registration, recognition, publication, and update of the list and data of consultants belonging to the Information and Communications Industry Consultant Network.

- Be a tool to connect businesses with programs and policies to support businesses, organizations, cooperatives, and business households with digital transformation.

- Be a tool to manage, monitor, and evaluate the activities of the consultant network; manage and monitor the progress and level of digital transformation of the business over time; and, at the same time, closely monitor, monitor, and support businesses in achieving digital transformation goals and criteria.

- Provide digital learning resources and information on refresher courses and training knowledge and skills on digital transformation for businesses, organizations, cooperatives, and business households.

- Provide lessons learned, success stories, and typical introductions to business digital transformation to spread throughout the country.

- Create a digital transformation database of enterprises, organizations, cooperatives, and business households as a basis for planning policies, plans, and programs to promote digital transformation.

- Create a safe and reliable connection ecosystem between parties: state management agencies, businesses, organizations, cooperatives, business households... and experts in consulting organizations and businesses providing digital platform solutions for business digital transformation.

- Create connections and synchronize online data between the DBI Portal (at https://dbi.gov.vn) and the Information Portal and database supporting small and medium enterprises (at https://digital.business.gov.vn) according to the framework of the agreement between the Ministry of Planning and Investment and the Ministry of Information and Communications.

To deploy training and development on the DBI Index in Vietnam

The Ministry of Information and Communications proposes the following contents to deploy training and development on the DBI Index:

- Develop documents, handbooks, and manuals to guide businesses, organizations, cooperatives, and business households in assessing the level of digital transformation using the DBI Index.

- Organize training courses on knowledge and skills to use the DBI Index and use tools to support assessment of the level of enterprise digital transformation on the DBI Portal of the Ministry of Information and Communications at https://dbi.gov.vn and the Information Portal and database supporting small and medium enterprises of the Ministry of Planning and Investment at https://digital.business.gov.vn.

- Organize refresher courses and training on knowledge, skills, and typical practices on digital transformation in many forms according to industry groups and fields, according to the level of digital transformation, by type of activity to help businesses, organizations, cooperatives, and business households understand and grasp more deeply about digital transformation.

- Organize conferences, forums, and thematic sessions on business digital transformation, connecting policymakers, businesses, organizations, cooperatives, business households, and solution providers to promote effective, green, and sustainable digital transformation.
