To build a model of agricultural cooperatives for sustainable development and effective operation in Vietnam

Resolution 106/NQ-CP in 2023 stipulates the development of agricultural cooperatives in restructuring the agricultural sector and building new rural areas issued by the Government.

One of the tasks set out is to build a model of agricultural cooperatives for sustainable development, effective operation, suitable to the characteristics of each field, commodity, region, and locality:

- Each province and city directly under the Central Government shall concentrate investment resources and build at least five models of agricultural cooperatives for sustainable and effective development, suitable to regions and localities.

Priority is given to supporting the development of a new model of agricultural cooperatives with effective operation, associated with key product production areas, associating with enterprises to form large-scale value chains, providing input materials, meeting the needs of enterprises in terms of output and quality, and serving domestic and export markets.

- Build a model of agricultural cooperatives associated with information technology application, digital transformation in production and business and management of cooperatives, product traceability, ensuring information transparency and food safety; supporting investment in infrastructure, improving production capacity, sorting, preliminary processing, and providing logistics services to agricultural cooperatives.

- Encourage and create conditions for agricultural extension officers, experts from research institutes and training institutions to participate in consulting, guiding, and supporting the development of agricultural cooperatives.

To review, grasp, and remove difficulties and obstacles; promptly propose and amend mechanisms and policies, and create favorable conditions for the development of agricultural cooperatives in Vietnam

**Land Policy

- Effectively implement preferential policies on land for agricultural cooperatives; create favorable conditions for agricultural cooperatives to lease land in a stable and long-term manner, serving production, business, and service activities.

- Research and develop mechanisms and policies to encourage agricultural cooperatives to concentrate and accumulate land; forming concentrated raw material areas, large enough scale, production linkages according to the value chain of agricultural products.

- Support, guide, and create conditions for agricultural cooperatives to change the purpose of using agricultural land to land for the construction of infrastructure (warehouses, factories, production facilities, preliminary processing, processing, and preservation of products, etc.) in association with practical conditions and the production and business plans of agricultural cooperatives.

**Strengthen the propaganda and dissemination of tax, fee, and charge policies so that agricultural cooperatives and members of agricultural cooperatives know and access current preferential policies.

**Credit policy

- Create favorable conditions for agricultural cooperatives to access credit; strengthen consulting; and support agricultural cooperatives to borrow capital. There is a mechanism to prioritize access to capital for agricultural cooperatives that have production and business plans according to the value chain of key agricultural products in the region and locality.

- Research and evaluate the effectiveness of internal credit activities of agricultural cooperatives; report to competent authorities on management solutions and guide agricultural cooperatives in their implementation; ensure compliance with the nature and principles of cooperatives and the provisions of law.

**Science and technology policy

- Support agricultural cooperatives to participate in the transformation of a transparent, responsible, and sustainable food system; application of science and technology, digital transformation, traceability, and food safety production processes; the development of ecological agriculture; the application of high and organic technology; the reduction of greenhouse gas emissions; the circular economy; and adaptation to climate change.

- Encourage and support agricultural cooperatives to participate in the development of raw material areas and form linkages in the value chain of agricultural products; issue codes of planting and rearing areas associated with the development of raw materials and product traceability.

- Create favorable conditions for agricultural cooperatives to participate in programs, schemes, and projects for the development of small and medium-sized preliminary processing and processing.

**Policies to support the development of infrastructure, machinery, and equipment for agricultural production and business

- Support investment in infrastructure for production, processing, and trade of products, procurement of equipment and machinery for production, and business activities of agricultural cooperatives.

- Build and complete logistics infrastructure for agriculture according to the planning, in which to study and arrange appropriate facilities for gathering raw materials, preliminary processing, processing, and preserving agricultural products and agricultural by-products for agricultural cooperatives.
