On October 6, 2022, the government issued Resolution 130/NQ-CP on the government-local online conference and the September 2022 Regular Government Meeting.

According to Resolution 130/NQ-CP, the government requires the following content:

1. Avoid stockpiling goods; gasoline shortages at gas stations

Specifically, the government requested the Ministry of Industry and Trade of Vietnam to assume the prime responsibility for, and coordinate with agencies and localities in:

- Continuing to implement specific solutions and programs to support information, connect markets, promote trade promotion, and effectively exploit free trade agreements (FTAs) to seek and expand export markets for Vietnamese goods.

- Speeding up the exploitation of the domestic market, organize trade promotion programs, stimulate demand, promote consumption In accordance with regulations, there is a shortage of petrol and oil at retail stores. In collaboration with the Ministry of Finance of Vietnam, relevant agencies and localities will strengthen market and price management, as well as prevent and combat smuggling and commercial fraud.

2. Eliminate unnecessary administrative procedures in order to attract foreign investment into Vietnam.

The Ministry of Planning and Investment of Vietnam shall assume the prime responsibility for, and coordinate with agencies and localities in:

- Deploying proactive, flexible, creative, timely, and effective macroeconomic management solutions suitable to the situation and practical requirements; closely and smoothly coordinating to have a consistent and timely policy response in response to the resource conditions of the economy.

- Reviewing and recommending to competent authorities to cut unnecessary administrative procedures and regulations to create favorable conditions for attracting foreign investment into Vietnam, effectively connecting domestic enterprises with foreign-invested enterprises.

- Monitoring, urging, and guiding ministries, agencies, and localities to accelerate planning for the period 2021–2030 in accordance with the law on planning.

3. Take the initiative in directing the work of preventing, combating and overcoming the consequences of natural disasters in a timely and effective manner

The Ministry of Agriculture and Rural Development of Vietnam will be in charge of, and will work with, the following agencies and municipalities:

- Increase agricultural production management, monitoring, and forecasting, ensuring the supply of agricultural products to meet consumer demand in the final months of the year and the Lunar New Year of 2023; collaborate with the Ministry of Natural Resources and Environment and related agencies in forecasting and proactively regulating water sources for agricultural production, electricity production, business, and people's daily lives.

- Closely monitor the supply and demand for pork at home and abroad to have appropriate solutions to regulate domestic production; coordinate with the Ministries of Defense, Industry, and Trade, inspection and control forces at border gates and border gates to strengthen inspection and supervision of pork import and export, to avoid the arising and spread of diseases.

- Closely monitor natural disaster developments and proactively direct the work of preventing, combating, and overcoming the consequences of natural disasters in a timely and effective manner.

4. Encourage children under the age of 12 to get vaccinated against COVID-19 in Vietnam

The Ministry of Health shall assume the prime responsibility for, and coordinate with agencies and localities in:

- Directing localities to further accelerate the vaccination against COVID-19 for subjects, ensuring the set targets. Preside over and closely coordinate with the Ministry of Education and Training and localities to promote vaccination against COVID-19 for children under 12 years old.

Ensuring that drugs, equipment, and medical supplies are used for epidemic prevention and control, as well as medical examination and treatment, as directed by the government and the Prime Minister.

Focusing on reviewing and perfecting institutions, mechanisms, and policies on health to well handle existing and arising problems.

- Coordinating with the Office of the National Assembly and the Hanoi People's Committee to develop specific plans and implement measures to prevent and control the COVID-19 epidemic, ensuring safety before and during the 4th meeting of the 15th National Assembly.
