To attract Vietnamese experts, intellectuals, and talents abroad to return to Vietnam

Content mentioned in Decision 1334/QD-TTg in 2023 approving the Project "Promoting resources of Vietnamese people abroad to serve national development in the new situation" issued by the Prime Minister.

The solutions outlined in the Project "Promoting the resources of Vietnamese people abroad to serve national development in the new situation" are as follows:

Group 1: General solutions for raising awareness, policies, organizations, and coordination mechanisms

- Unify and raise awareness and responsibility of the entire society in attracting resources from Vietnamese people abroad to serve development.

- Review, amend, supplement, and complete policies and laws to create conditions for Vietnamese people abroad to feel secure in returning to their country to invest and do business.

- Ministries, branches, localities, the Vietnam Fatherland Front, unions, and socio-economic organizations to develop specific policies, projects, and programs on attracting resources from Vietnamese people abroad.

- Build a synchronous coordination mechanism from central to local levels to attract and promote Vietnamese resources abroad.

- Promote the implementation of measures to strengthen the Great National Unity bloc in the new situation.

Group 2: Individual solutions for each object and type of resource

- Attract Vietnamese experts, intellectuals, and talents abroad and Vietnamese workers returning home.

- Improve the investment environment, maintain the annual increase in remittances, and support Vietnamese people abroad to advertise and promote the trade of Vietnamese products in foreign markets.

- Have specific policies and measures to promote the "soft" resources of the Vietnamese people abroad community.

Group 3: Solutions to foster and develop the Vietnamese community abroad in the host country

- Promote cooperation with other countries, international organizations, and governments of countries where Vietnamese people live to protect the legitimate rights and interests of Vietnamese people abroad.

- Strengthen coordination between Vietnamese and local authorities to support the NVNGON community to have a solid, stable legal status, develop, and integrate into the host country. Create conditions for the community to have direct contact with the host government, especially at events organized by representative agencies.

- Consolidate and develop associations of Vietnamese experts, intellectuals, and businessmen abroad as the core, leading the development of the local community. Attract groups of Vietnamese people abroad who are successful in their home countries to participate in helping disadvantaged groups.

- Promote the work of teaching Vietnamese, transmitting Vietnam's fine traditional cultural identity to generations of Vietnamese children abroad, and connecting the young generation of Vietnamese people abroad with those at home.

Attracting Vietnamese experts, intellectuals, and talented people abroad and Vietnamese workers returning home is one of the books mentioned in the Project "Promoting the resources of Vietnamese people abroad to serve national development in the new situation".
