To approve the National Strategy on Attracting and Utilizing Talents in Vietnam
Decision 899/QD-TTg in 2023 approving the National Strategy on Attracting and Utilizing Talents by 2030, with a Vision to 2050, issued by the Prime Minister of Vietnam.
General objective: Developing and effectively implementing strong and breakthrough policies and solutions to attract and utilize talents (both at home and abroad) by 2030, with a vision to 2050, especially in key industries and fields such as: Science and technology; education and training; culture; social science; medical; information and communication, digital transformation...
Thereby, contributing to accelerating the industrialization and modernization of the country and international integration, realizing the following objectives: by 2030, Vietnam will become a developing country with modern industry and a high middle income; by 2050, it will become a developed, high-income, just, democratic, and civilized society.
Specific objectives
**Objectives by 2025:
- Developing and completing legal regulations and promulgating a policy framework to attract and utilize talents in the following areas: leadership and management; economy; science and technology; education and training; medical; culture and arts; social science; sports; military, national defense, and security; information and communication..., contributing to the implementation of strategic breakthroughs in the development of high-quality human resources, promoting rapid and sustainable development in science, technology, and innovation; creating a healthy socio-cultural environment, ensuring the preservation and promotion of national cultural values and social ethics.
- By the end of June 2024, 100% of ministries, branches, and localities will issue plans to attract and utilize talents in line with the National Strategy and practical requirements, with focus, especially in the key industries and fields with advantages.
- By 2025, attracting talents to work in state agencies, organizations, and units will account for about 10% of the total number of new recruits.
**Objectives to 2030, orientation to 2050:
- Maintaining the rate of talent attracted to work in the State's agencies, organizations, and units at not less than 20% of the total number of new recruits every year.
- Striving for 100% of talents (recognized) to continue to work after 5 years of being attracted and valued to work at agencies, organizations, and units of the state, the rate of talents trained and fostered in the field of science and technology will reach 30% by 2025, 60% by 2030, and 100% by 2050.
- The Global Talent Competitiveness Index (GTCI) from 2031 onwards is always improving, striving to increase gradually compared to the previous year; The indicators of "attracting talent" and "retaining talent" rank high among high-middle-income countries.
- Creating breakthroughs in promoting the connection of innovation networks, connecting talents. Establishing a global network of Vietnamese talents, a global network of Vietnamese experts and scientists, including leading scientists of international stature in basic sciences, high technologies, and spearheading economic sectors; talented leaders and managers, including many strategic level officials; talented entrepreneurs, including many regional entrepreneurs; leading experts, young talents, and talented prospects in the fields of politics, economics, science - technology, culture - society, and other fields.
