Regarding this issue, LawNet answers as follows:
November 24, 2023, the Central Executive Committee issued Resolution 42-NQ/TW to continue innovating and improving the quality of social policies, meeting the requirements of the cause of building and protecting the Fatherland in the new period.
Specifically, for the task of "Building a social security system to ensure socialist orientation, leaving no one behind", the Central Executive Committee has proposed the following implementation contents:
- Develop a comprehensive social security system that is shared between the State, society, people, and population groups, ensuring sustainability and social justice.
- Focus on developing a flexible, diverse, multi-layered, modern, internationally integrated social insurance system that covers the entire workforce; continue to reform and expand the social insurance system; create opportunities to participate; and ensure legal rights for workers.
- Implement compulsory social insurance for employees and members of collective economic organizations working under contracts, receiving salaries and wages according to the provisions of the law.
- Innovate voluntary social insurance policies and have support policies from the state budget for farmers, poor people, low-income people, and informal sector workers to participate.
- Continue to expand and improve the quality of universal health insurance; diversify health insurance service packages to contribute to people's health care; and reduce the costs people pay directly for medical services.
- Improve the effectiveness and efficiency of implementing social insurance, unemployment insurance, and health insurance policies; Issue an index to evaluate participants' satisfaction; Safe and effective management of the Social Insurance Fund and Health Insurance Fund.
- Amend the lump-sum social insurance policy to be consistent with practice and associated with social security.
- Unemployment insurance policy must support businesses in improving vocational skills for workers to maintain sustainable employment; proactively prevent and reduce unemployment; and improve the effectiveness of consulting, job placement, and training to change careers for unemployed workers.
- Improve the social support system in the direction of taking care of both material and spiritual life, helping people promptly overcome difficulties due to the impact of economic and social crises, natural disasters, epidemics, and other risks.
- Continue to raise social assistance standards towards ensuring the minimum living standard and national social security floor; The State prioritizes support for people who are unable to work, people with disabilities, the elderly, migrants, families with children, and low-income people.
- Develop a network of social support services for children, people with disabilities, and the elderly in particularly difficult circumstances; build a team of professional social workers; promote prevention, detection, early intervention, and timely support for people facing difficulties in life, contributing to building a sustainable community.
- Innovate the mobilization of social resources, encourage organizations and individuals to participate in social assistance and emergency relief activities; and manage and use charitable and humanitarian social relief funds openly, transparently, effectively, and in accordance with the law.
- Continue to synchronously deploy sustainable poverty reduction solutions in a multi-dimensional and inclusive direction, ensuring minimum living standards and basic social services; support production development, diversify livelihoods, gradually increase income, and stabilize long-term life for poor and near-poor households, people in remote and remote areas, ethnic minorities, and mountainous areas.
- Research and deploy a pilot decentralization mechanism to implement a package of national target programs at the district level.
