To amend the criteria and targets in the New Rural Criteria Set at all levels in Vietnam (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

On November 29, 2023, the National Assembly passed Resolution 108/2023/QH15 on thematic supervision “The implementation of the National Assembly's resolutions on the National Target Programs on building new rural areas in the 2021–2025 period, sustainable poverty reduction in the 2021–2025 period, and socio-economic development in ethnic minority and mountainous areas in the period 2021–2030."

To amend the criteria and targets in the New Rural Criteria Set at all levels in Vietnam

Specifically, the National Assembly assigned the Government and Prime Minister to direct the Program's host agencies, the Ministry of Planning and Investment, the Ministry of Finance, ministries, branches, and localities to thoroughly grasp and seriously implement proposals and recommendations, overcome shortcomings and limitations stated in Report 550/BC-DGS 2023 of the Supervisory Team, and, at the same time, carry out some of the following key tasks and solutions:

(1) Urgently review, amend, supplement, or promulgate new regulations, mechanisms, and policies regarding missing or inappropriate content according to authority, especially the regulations on decentralization, authorization, simplification of administrative procedures, investment, and use of focused capital sources, not spread out or prolonged to promptly remove difficulties and obstacles and effectively implement national target programs;

(2) Focus on effectively resolving people's difficulties, problems, and frustrations regarding residential land, housing, production land, and domestic water; planning and stabilizing population in ethnic minority and mountainous areas; improving the effectiveness of vocational training in poor districts, ethnic minority, and mountainous areas; Resolve the inadequacies of Decision 861/QD-TTg of the Prime Minister in 2021 for communes recognized to meet new rural standards;

(3) Continue to innovate the implementation of social policy credit, increase social policy credit capital to implement national target programs; have mechanisms and policies strong enough to attract businesses and people to invest in production and business in areas with particularly difficult socio-economic conditions. Soon, develop and issue social protection policies for poor households unable to work in the spirit of Directive 05-CT/TW of the Secretariat of 2021 on strengthening the Party's leadership for sustainable poverty reduction until 2030;

(4) Review, amend, and supplement criteria and indicators in the new rural criteria set at all levels to suit the practical situation, including developing and promulgating appropriate new rural criteria with ethnic minority and mountainous areas according to Conclusion 65-KL/TW of 2019 of the Politburo on continuing to implement Resolution No. 24-NQ/TW of the IX Party Central Committee on Work Nation in the new situation;

(5) Continue to evaluate the model of the Steering Committee and the agencies assisting the Steering Committee at all levels, clarifying the roles, responsibilities, and tasks of the standing agency of the Steering Committee, the Program's governing body, heads of relevant ministries, branches, localities, and other agencies and organizations for subjective shortcomings and limitations, and consider and handle them according to regulations; consolidate and improve the operational efficiency of the Steering Committee, the agency that assists the Steering Committee from central to local levels in managing, operating, and organizing the implementation of national target programs;

(6) Complete the evaluation and monitoring system of National Target Programs to exchange, respond, connect promptly, publicly, and transparently, and post on electronic information pages from grassroots to districts, provinces, ministries, and central branches on the implementation of the National Target Programs. Promote digitalization and update guidance documents on the implementation of National Target Programs;

(7) Based on the assessment of the results of the implementation of the National Target Programs implemented in the period 2021–2025, the Government submits to the National Assembly for consideration and a decision to approve investment policies for the National Target Programs for the period 2026–2030 at the last meeting in 2025.
