To amend Decision 18/2022/QD-TTg on recognition of new rural standards in Vietnam

Official Dispatch 6223/VPCP-NN of 2023 on the formulation and issuance of the Decision amending Decision 18/2022/QD-TTg according to the simplified procedure promulgated by the Government Office of Vietnam.

At the proposal of the Ministry of Agriculture and Rural Development on the formulation and issuance of the Decision amending and supplementing a number of articles of Decision 18/2022/QD-TTg on the conditions, order, procedures, and dossiers for consideration and recognition of qualified localities, completing the task of building new countryside in the period of 2021–2025 according to the summary procedure, in the opinion of the Ministry of Justice, Deputy Prime Minister Tran Luu Quang has the following opinions:

- Agreeing with the proposal of the Ministry of Agriculture and Rural Development in the above document on the application of simplified orders and procedures to the formulation and issuance of the Decision amending and supplementing a number of articles of Decision 18/2022/QD-TTg The Ministry of Agriculture and Rural Development is responsible for the contents of recommendations and proposals.

- In the process of making the above Decision, request the Ministry of Agriculture and Rural Development to strictly comply with the provisions of the Law on Promulgation of Legal Documents, organize consultations with relevant ministries, agencies, and subjects, ensure strict, feasible, and effective action in the direction of resolutely cutting off cumbersome administrative procedures and unnecessary documents and components, promoting decentralization, and decentralizing powers for localities coupled with the design of tools to check and monitor the implementation, strictly comply with the guidelines of the Party, the laws of the State, the direction of the Government, the Prime Minister; report to the Deputy Prime Minister for consideration and decision in the third quarter of 2023.

According to Decision 18/2022/QD-TTg, communes and districts meeting new rural standards are prescribed as follows:

- Communes are recognized as meeting new rural standards, advanced rural areas, and model rural areas when:

+ Fully meeting the standard level required by: The national set of criteria for new rural communes in the period of 2021–2025 (for new rural communes); The national set of criteria for advanced rural villages in the period of 2021–2025 (for advanced rural communes); Regulations on model rural communes for the period 2021–2025 (for model rural communes);

+ There is no outstanding debt for capital construction under the National Target Program for building new rural areas in the area;

+ There is a high satisfaction rate among people in the area with the results of building new rural areas, enhanced rural areas, and model rural areas of the commune that meet the requirements as prescribed;

+ The commune is not complicated in terms of security and order, according to the regulations of the Ministry of Public Security.

- Districts are recognized as meeting new rural standards; advanced rural areas, towns, and cities directly under the province are recognized as completing the task of building new rural areas when:

+ Fully meeting the conditions and standards required by: National set of criteria for rural districts in the period of 2021–2025 (for rural districts); The set of national criteria for enhanced rural rural districts for the period of 2021–2025 (for advanced rural rural districts); stipulate provincial-level towns and cities to complete the task of building new rural areas in the period of 2021–2025 (for towns and cities);

+ There is no outstanding debt for capital construction under the National Target Program for building new rural areas in the area;

+ There is a high satisfaction rate among people in the area with the results of the construction of new rural areas at the district level, meeting the requirements as prescribed.
