To agree on the content of the pilot mechanism on investment in the road traffic construction in Vietnam

The content mentioned in Resolution 115/NQ-CP thematic session on law making in July 2023 issued by the Government of Vietnam.

Accordingly, discussed and commented on the draft Resolution of the National Assembly on piloting a number of mechanisms and policies to remove obstacles specified in a number of laws related to investment and road traffic construction in Vietnam

In this Resolution, it is stated that the Government basically agrees with the content and draft of the Report, Report and draft Resolution to submit to the Standing Committee of the National Assembly and the National Assembly as proposed by the Ministry of Planning and Investment.

Ministries, agencies and localities shall study and give opinions on the principles, selection criteria and list of pilot projects as proposed by the Ministry of Planning and Investment in the above documents and send them to the Ministry of Planning and Investment. Assign the Ministry of Planning and Investment to synthesize, absorb and fully explain the opinions of the Government Members at the thematic Government Meeting on law-making in July 2023, opinions of ministries, agencies, local authorities to complete the profile, which notes:

(1) Supplementing the proposal to the National Assembly to allow the Government to report to the Standing Committee of the National Assembly (during the time between two sessions of the National Assembly) to consider and decide on the application of pilot mechanisms and policies prescribed in Clause 1 of this Article. specified in the Resolution when new similar projects arise that need to be piloted and reported to the National Assembly at the nearest meeting;

(2) Carefully review the list of pilot projects, in which the Chon Thanh - Gia Nghia project and the Ninh Binh - Nam Dinh - Thai Binh - Hai Phong project are reviewed;

(3) Implement pilot application within 5 years; (4) Report to the Prime Minister for consideration and decision before the Minister of Planning and Investment, authorized by the Prime Minister, on behalf of the Government to sign the Report to submit to the Standing Committee of the National Assembly and the National Assembly according to the law; submit all documents to the Standing Committee of the National Assembly on schedule.

Assign the Minister of Justice, authorized by the Prime Minister, on behalf of the Government to sign the Government's report before August 5, 2023 to report to the National Assembly, the National Assembly Standing Committee to supplement the draft Resolution of the National Assembly on piloting a number of mechanisms and policies to remove obstacles specified in a number of Laws related to investment in construction of road traffic works into the 2023 Law and Ordinance Development Program and allow develop the draft Resolution according to the shortened order and procedures and submit it to the National Assembly for approval according to the process of one National Assembly session (at the 6th session, October 2023).

Assign Deputy Prime Minister Le Minh Khai to direct the formulation of this Resolution.

In addition, at this meeting, the Government focused on discussing and giving opinions on 08 important and complex issues with a wide scope of regulation and great impacts on socio-economic development, businesses and people's lives. People's Life, including: (1) the Law on amendments and supplements to a number of articles of the Law on Property Auction; (2) Project on Social Insurance Law (amended)1; (3) Proposing the development of a Law on Prevention and Combat of Human Trafficking (amended); (4) Proposing the development of the Law on Special Consumption Tax (amended); (5) Proposing the development of the Law on Value Added Tax (amended); (6) Draft Resolution of the National Assembly on piloting a number of mechanisms and policies to remove obstacles specified in a number of Laws related to investment and construction of road traffic works; (7) Report proposing the application of the global minimum tax and (8) Report proposing mechanisms and policies to support non-tax investors.
