Regarding this issue, LawNet would like to answer as follows:

On December 21, 2023, the Ministry of Industry and Trade issued Decision 3293/QD-BCT on the temporary assignment of tasks within the leadership of the Ministry of Industry and Trade.

To adjust temporary task assignments in the leadership of the Ministry of Industry and Trade in Vietnam

Specific tasks between the Minister and Deputy Ministers will be assigned as follows:

(1) Minister Nguyen Hong Dien

- Comprehensive leadership and management of all aspects of the Ministry's work.

- Directing strategic work, planning and major balance in industry development; staff organization; inspection; legislation; international economic integration; emulation; reward; and discipline.

- In charge of the energy sector and the planning and use of land resources in the industry.

- Directly directing units: Personnel Organization Department, Legal Department, Ministry Inspectorate; Office of the Party Committee; direct the implementation of state management in the oil, gas, and electricity sectors.

- Chairman of the Councils: Salary; Recruitment of civil servants of the Ministry of Industry and Trade; National brand; Approving the payroll streamlining project of the Ministry of Industry and Trade; Emulation and Reward.

- Head of Steering Committees: 35 Ministry of Industry and Trade; Monitor developments in political tensions between countries, trade conflicts, and trade protection trends in the world; Responding to climate change and the Green Growth Ministry of Industry and Trade; National Trade Promotion Program.

- Head of the anti-corruption department and practice of thrift and anti-waste.

- Head of the Department of Innovation and Enterprise Development of the Ministry of Industry and Trade.

- Head of the Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT&TKCN) of the Ministry of Industry and Trade.

- Chairmen of councils and heads of other steering committees in related fields.

- Performing other tasks assigned by the Government and Prime Minister.

(2) Deputy Minister Nguyen Sinh Nhat Tan

- Directing work in the fields of competition management and consumer rights protection; trade defense; export, import, and handle issues related to trade balance and trade services; research in science, technology, food safety, e-commerce, and the digital economy; chemical industry; information technology; environment; flood and storm prevention and control; fire and explosion prevention and safety; training; petroleum and coal; market management; electricity; renewable energy; national defense and industry serving national defense; crime prevention work; Directing work in the fields of domestic market development, trade promotion, mechanical industry, manufacturing industry, supporting industry, metallurgy, and minerals.

- Helping the minister direct international economic integration.

- In charge of press information work and spokesperson for the Ministry of Industry and Trade.

- Directing work in the field of women's advancement.

- Head of the Government's negotiating delegation on economics and international trade.

- In charge of relations between Vietnam and partners within the framework of ASEAN, APEC, ASEM, and the WTO, as well as other regional and international economic organizations and forums; general direction on work related to Vietnamese trade missions abroad. In charge of bilateral relations and market development, issues related to handling trade disputes, and foreign trade remedies for Vietnamese goods in European countries.

- In charge of party and union work.

- Directly directing units: Department of Multilateral Trade Policy, Department of Trade Remedies, Department of Science and Technology, National Competition Commission, Department of E-commerce and Digital Economy, Department of Industrial Safety and Environment, Department of Chemicals, Department of Import and Export and Institutes and Schools under the Ministry, Party Committee of the Ministry, Department of Petroleum and Coal, Department of Energy Saving and Sustainable Development, Department of Europe - America Market (for work related to the European market), Department of Electricity Regulation, Department of Electricity and Renewable Energy, General Department of Market Management, Department of Domestic Market, Department of Industry (for work related to mechanical industry, manufacturing industry, supporting industry, metallurgy and minerals), Department of Trade Promotion, Center for Industry and Trade Information, Industry and Trade Newspaper, Industry and Trade Magazine, Industry and Trade Publishing House, Office of the Interdisciplinary Steering Committee for International Economic Integration, Office of the National Steering Committee for Electricity Development, Office of the Steering Committee for Key State Projects on Oil and Gas.

On behalf of the Ministry, direct the implementation of state management in the field of chemicals, coal, and minerals. Join the Minister in directing the implementation of state management in the oil, gas, and electricity sectors.

- Representative of the Ministry of Industry and Trade (WTO Chamber) at the Permanent Representative Mission of the Socialist Republic of Vietnam next to the United Nations, the World Trade Organization, and other international organizations in Geneva.

- Chairman of the Scientific Council of the Ministry of Industry and Trade.

- Head of the Steering Committee of the Ministry of Industry and Trade on AIDS prevention and drug and prostitution prevention and control; Head of the crime prevention steering committee.

- Assisting the Minister in inspection and legal work.

- Chairmen of councils and heads of other steering committees in related fields. Head of the Department of Flood and Storm Prevention and Search and Rescue of the Ministry of Industry and Trade, Head of the Department of Fire, Explosion, and Safety Prevention of the Ministry of Industry and Trade.

- Undertaking a number of other tasks as assigned by the Minister.

(3) Deputy Minister Phan Thi Thang

- Directing work in the fields of planning, investment, finance, business innovation, local industry and trade, collective economy, office work, administrative reform, light industry, including consumer industry, food industry, and other processing industry.

- In charge of health protection - medicine, population, and family planning.

- In charge of bilateral relations and market development, issues related to handling trade disputes and trade remedies abroad for Vietnamese goods in Asian - African and American countries.

- Directly directing units: Asia - Africa Market Department, Ministry Office, Planning - Finance Department, Europe-America Market Department (for work related to the Americas market), Local Department of Industry and Trade, Department of Industry (for work related to light industry, including consumer industry, food industry, and other processing industry), Center for Health-Industrial and Trade Labor Environment.

On behalf of the Ministry, direct the implementation of state management in the fields of textiles and garments, beer - alcohol - soft drinks, tobacco, paper, and light industry enterprises.

- On behalf of the Ministry, direct the Industry and Trade sectors of provinces and cities: Ho Chi Minh, Binh Duong, Tay Ninh, Binh Phuoc, Ba Ria-Vung Tau, Dong Nai, Ninh Thuan, Binh Thuan, Long An, Tien Giang, Ben Tre, Vinh Long, Tra Vinh, Dong Thap, Can Tho, Hau Giang, An Giang, Kien Giang, Soc Trang, Bac Lieu, Ca Mau.

On behalf of the Ministry, direct the implementation of state management for Engine and Agricultural Machinery Corporation - JSC, Industrial Machinery and Equipment Corporation - JSC, Vietnam Industrial Construction Joint Stock Corporation, and commercial sector enterprises (BMC Commercial Construction and Materials Company, General Construction and Import-Export Joint Stock Company,...).

- Chairmen of councils and heads of other steering committees in related fields.

- Undertaking a number of other tasks as assigned by the Minister.

Decision 3293/QD-BCT takes effect on December 21, 2023, and will replace previous decisions and announcements on task assignments, as well as temporarily adjust and supplement task assignments within the Ministry's leadership.
