Titles and Positions of Commune-Level Officials

Title and position are two concepts that cause considerable confusion in practice, although they are widely used in state agencies and enterprises, there are no specific legal regulations regarding the concepts as well as the distinction between them.

For commune-level officials according to Decree 92/2009/ND-CP, we can note the following:

Commune-level officials hold the following positions:

- Secretary, Deputy Secretary of the Communist Party Committee;- Chairperson, Deputy Chairperson of the People’s Council;- Chairperson, Deputy Chairperson of the People’s Committee;- Chairperson of the Vietnam Fatherland Front Committee;- Secretary of the Ho Chi Minh Communist Youth Union;- Chairperson of the Vietnam Women’s Union;- Chairperson of the Vietnam Farmers’ Union (applicable to communes, wards, and commune-level towns with agricultural, forestry, fishery, or salt industry activities and with Vietnam Farmers’ Union organizations);- Chairperson of the Vietnam Veterans’ Association.

Commune-level civil servants hold the following titles:

- Head of Public Security;- Chief of Military Command;- Office – Statistics;- Land administration – Construction – Urban and Environment (for wards, commune-level towns) or Land administration – Agriculture – Construction and Environment (for communes);- Finance – Accounting;- Justice – Civil status;- Culture – Society.

Based on titles and positions, policies regarding salaries and allowances for officials are regulated.
