On September 17, 2018, the Government of Vietnam issued Decree 122/2018/ND-CP stipulating the awarding of the titles "Cultural Family"; "Cultural Hamlet", "Cultural Village", "Cultural Hamlet" (translated as block), "Cultural Village" (for ethnic minorities), "Cultural Neighborhood".
This Decree stipulates the standards for the title of "Cultural Family" as follows:
- Setting an exemplary model by complying with the guidelines and policies of the Communist Party; the laws of the State; actively participating in local emulation movements, which include the following criteria:
- Family members comply with the legal regulations; are not subject to disciplinary action at their workplace and educational institution;- Comply with the customs and conventions of the community where they reside;- Display the National Flag during holidays and political events of the country as prescribed;- Participate in one of the cultural or artistic activities in the residence area; regularly engage in physical exercise and sports;- Practice a civilized lifestyle in weddings, funerals, and festivals according to regulations;- Participate in protecting local historical-cultural relics, scenic spots, and natural landscapes;- Adhere to environmental sanitation regulations, dispose of garbage and waste on time and at the designated place;- Fully participate in charitable, humanitarian movements, gratitude activities, promotion of learning, and talent encouragement; community activities where they reside;- Do not violate food safety and hygiene regulations, epidemic prevention;- Do not violate fire and explosion prevention regulations;- Do not violate traffic order and safety laws such as: encroachment on roadways and sidewalks, non-compliant traffic participation.
- The family is harmonious, happy, progressive; offers mutual support within the community, which includes the following criteria:
- Grandparents, parents, and family members receive care and nurturing;- Voluntary, progressive marriage, monogamous, equal, harmonious, and faithful;- Successfully implement population policies; achieve gender equality;- Family members participate in health insurance and receive healthcare;- Family members lead healthy and civilized lives, behave culturally in the family, community, and society;- Provide mutual support and assistance to people in the community during times of hardship and disaster.
- Organize labor, production, business, work, and study efficiently, including the following criteria:
- The family’s economy is stable and develops from legitimate income;- Participate in local economic, social, and cultural development plans and programs;- Working-age members actively work and earn legitimate income;- School-age children attend school;- Use clean water;- Have hygienic sanitation facilities;- Have means of communication (media) and regularly access economic, social, and cultural information.
