Title: Powers and Responsibilities of Higher Education Institutions

Circular 10/2017/TT-BGDDT on the Regulations for Distance Education at the University Level was issued on April 28, 2017. One of the noteworthy contents of this document is the regulation on the rights and responsibilities of higher education institutions.

To be specific, according to the provisions of Article 11 of the Regulation on Distance Learning at the University Level issued together with Circular 10/2017/TT-BGDDT, the higher education institution has the following tasks and powers:

First, develop specific regulations of the higher education institution on distance learning as stipulated in this Regulation.

Second, determine the requirements of the distance learning program to ensure the quality of education.

Third, publicly announce on the website of the higher education institution the regulations related to distance learning, the distance learning program, the conditions ensuring the quality of implementing the distance learning program, information on quality accreditation of the higher education institution, and the employment situation of learners after graduation for each training discipline and each course.

Fourth, organize training and fostering on necessary methods and skills for lecturers, learning support staff, and management staff to participate in the implementation of the distance learning program.

Fifth, organize admissions, and manage and organize distance learning in accordance with this Regulation and the regulations on distance learning of the higher education institution.

Sixth, report information related to the establishment of the Distance Learning Station to the Ministry of Education and Training, the provincial or municipal People's Committee under the Central authority where the Distance Learning Station is located before commencing the course.

Seventh, conduct self-evaluation of the distance learning program; register to participate in the quality assessment of the distance learning program in accordance with current regulations with the education quality accreditation organization.

Eighth, reimburse tuition fees to learners if the higher education institution violates this Regulation or other legal provisions leading to the learners not being awarded degrees.

Ninth, maintain and develop the distance learning system of the higher education institution, update and modernize technical means to enhance the effectiveness and quality of distance learning toward international integration in distance learning.

Circular 10/2017/TT-BGDDT came into effect on June 05, 2017.
