On September 12, 2017, the Ministry of Public Security issued Circular 30/2017/TT-BCA stipulating specific regulations on title boards, command duty boards, duty boards, and citizen reception duty boards.
Additionally, Circular 30 regulates that units organized for direct command, on-duty monitoring, and citizen work resolution must have command duty plates, on-duty plates, and direct citizen contact plates. The shape, style, size, color, and lettering of these plates are similar to the title plates, with the only difference being the content of the text lines below the police insignia as follows:
- The command duty plate has 3 lines of text in the order from top to bottom: The first line reads "COMMAND DUTY", the second line contains the rank and name, and the third line contains the position of the person on duty (Form BT6a);- The on-duty plates and direct citizen contact plates have 2 lines of text in the order from top to bottom: The first line reads "ON DUTY", "CRIMINAL DUTY" or "DIRECT CITIZEN CONTACT", and the second line contains the rank and name of the person on duty (Forms BT6b, BT6c).
Circular 30 stipulates the title plates for delegates as follows:
- Based on the position, nature, and components of conferences, seminars, ceremonies, meetings, etc., to use delegate title plates reasonably, reflecting seriousness and respect. The delegate title plates are like the title plates, except the second line includes the position (if any) and the name or code name of the delegate's unit (Form BDB7a). For delegates outside the police force, the delegate title plate does not have the police insignia, the first line reads comrade or Mr./Ms., and the second line contains the position (if any) and the unit name (Form BDB7b).
Positioning of the plates: Place them in the middle, in front of the person sitting, about 100 mm from the outside edge of the table, with both sides of the plate facing outwards and inwards towards the sitting person (Command duty plates are placed next to the on-duty plates).
