Circular 31/2018/TT-BNNPTNT was signed and promulgated by the Ministry of Agriculture and Rural Development to regulate the delineation of forest boundaries.
According to the provisions of Circular 31, depending on each specific case, there will be different methods for delineating forest boundary lines in the field, specifically:
- In cases where the forest boundary line has already been described or an adjacent forest has been described, that description result will be used.- In cases where the forest boundary line has not been described, proceed as follows: the boundary delineation begins from the first characteristic point at the northernmost point of the forest, described in a clockwise direction, ensuring continuity and closure along the entire forest boundary line. In cases where there are no characteristic points on the forest boundary line, use a GPS device to determine the coordinates and describe the boundary line according to those coordinates.
Also according to Circular 31, the description content includes characteristic points, direction, coordinates, distance between characteristic points, and the length of the forest boundary line.
See the related regulations in Circular 31/2018/TT-BNNPTNT effective from January 01, 2019.
