On March 6, 2024, the Government issued Decree 28/2024/ND-CP detailing the order and procedures for considering and posthumously awarding "Glorious Youth Volunteer Medals" and commending and summarizing resistance achievements.

1. Timeline for determining summary and commendation for revolutionary achievements in Vietnam as of April 20, 2024

The timeline for calculating summary and commendation for revolutionary achievements is specified as follows:

- The resistance war against the French colonialists ran from July 15, 1950, to July 20, 1954.

- The resistance war against US imperialism from July 21, 1954, to April 30, 1975:

+ Fight against American imperialism in the North;

+ Fight against American imperialism in the South;

+ On duty to help Laos from May 1972 to December 1975.

- The period of defending the Fatherland:

+ Southwest border war from May 1975 to January 7, 1979;

+ Northern border war from February 1979 to December 31, 1988;

+ On duty to help Laos from May 1975 to December 31, 1988;

+ On international duty in Cambodia from January 1979 to August 31, 1989;

+ Ful-ro raid from May 1975 to December 1992.

2. Regulations on summary and commendation for revolutionary achievements in Vietnam

Pursuant to Article 96 of the Law on Emulation and Commendation 2022, from the effective date of this Law, the summary and commendation for revolutionary achievements shall be carried out as follows:

- The State shall continue to consider, perform, and complete the commendation for revolutionary achievements in the resistance and Fatherland Defense for eligible and qualified individuals, collectives, and households;

- The State shall award and posthumously award “Glorious Youth Volunteer Medals” to voluntary young adults who have achievements in the resistance and Fatherland Defense, complete tasks, stay loyal to the resistance, and have served in the Army for at least 2 years. Voluntary young adults who sacrificed themselves while on duty in the resistance and Fatherland Defense recognized as martyrs shall be posthumously awarded “Glorious Youth Volunteer Medals”;

The Government of Vietnam shall elaborate on the procedures for awarding and posthumously awarding the ““Glorious Youth Volunteer Medal”;

3. Responsibilities of agencies and organizations in commendation work in Vietnam

According to Article 13 of Decree 28/2024/ND-CP, the responsibilities of agencies and organizations in commendation work are as follows:

- The Ministry of Home Affairs is responsible for advising the Government on summarizing the consideration and posthumous award of "Glorious Youth Volunteer Medals".

- Ministers, heads of ministerial-level agencies, and agencies under the Government, within the scope of their duties and powers, are responsible for directing, guiding, propagating, and organizing the implementation of legal documents on consideration and the posthumous award of "Glorious Youth Volunteer Medals".

- Vietnam Association of Former Youth Volunteers organizes propaganda and dissemination of this Decree to members of the Association of Former Youth Volunteers at all levels; instructs all levels of the Association to coordinate with relevant agencies, organizations, and units in guiding members to declare, prepare documents, and request confirmation of work history in Youth Volunteer units performing tasks in resistance wars and defending the Fatherland.

- Press and media agencies are responsible for propagating the Party's guidelines, policies, and laws of the State on commendation and posthumous awarding of "Glorious Youth Volunteer Medals"; promptly reporting and fighting against violations of the law on rewards.

- Agencies, organizations, and units advising and assisting in emulation and commendation work are responsible for guiding, urging, and inspecting the implementation of the work of considering, recommending, and posthumously awarding "Glorious Youth Volunteer Medals"; receiving, reviewing, and evaluating applications for posthumous awarding of "Glorious Youth Volunteer Medals"; and submitting to competent authorities to decide on rewards.
