On July 19, 2024, the Minister of Education and Training issued Decision 1958/QD-BGDDT to determine the threshold for assurance of admission quality for university-level teacher education and associate degree-level Preschool Education programs in 2024.

The minimum quality assurance threshold from the High School Graduation Exam score for admission to university-level teacher education and associate degree-level Preschool Education programs in 2024 for candidates in Region 3 is a minimum score (without multiplying coefficients) for all combinations including 3 exams/subjects as follows:

- The minimum quality assurance threshold for university-level teacher education is 19.0 points; specifically, for Physical Education, Music Education, and Fine Arts Education programs, it is 18.0 points for combinations evaluating 3 cultural subjects. Other combinations will follow the current Admission Regulations.

- The minimum quality assurance threshold for the Preschool Education associate degree level is 17.0 points for combinations evaluating 3 cultural subjects. Other combinations will follow the current Admission Regulations.

Universities, academies, colleges, and institutions with teacher education will organize admissions using the results of the High School Graduation Exam according to the current undergraduate admission regulations; admissions for the Preschool Education associate degree level will adhere to current regulations and other related guiding documents.

Regulations on admissions thresholds for certain majors in Vietnam

(1) The minimum admission threshold for teacher education and health majors with practicing certificates is annually announced by the Ministry of Education and Training for full-time training admission methods using High School Graduation Exam results.

(2) For non-full-time training admissions or admission methods not using High School Graduation Exam results, candidates meet the minimum admission threshold for teacher education and health majors with practicing certificates when they:

- Have a 12th-grade academic performance classified as excellent or a High School Graduation Exam score of 8.0 or higher, except in cases specified in point b of this section;

- Have a 12th-grade academic performance classified as good or a High School Graduation Exam score of 6.5 or higher for Physical Education, Sports Coaching, Music Education, Fine Arts Education programs; Preschool Education associate degree level, Nursing, Preventive Medicine, Midwifery, Dental Technology, Medical Laboratory Techniques, Medical Imaging Techniques, Rehabilitation Techniques.

(3) Candidates who are level 1 athletes, masters, athletes who have won medals at national and international youth sports festivals, candidates of Music and Fine Arts Education majors who have scored 9.0 or higher on aptitude tests organized by training institutions, when applying for matching programs, do not have to meet the minimum admission threshold.

(4) For candidates who have graduated from a secondary teacher’s college applying for the Preschool Education associate degree level, the training institution will define and be responsible for explaining the minimum admission threshold.

(5) Candidates who have graduated from an intermediate level or higher in the same applicant group are subject to the following minimum admission threshold rules:

- Candidates applying for a university in the teacher training major and health majors with practicing certificates, except those specified in point b of this section, the minimum admission threshold can be one of the following criteria:

+ Have a 12th-grade academic performance classified as excellent or a high school average of cultural subjects of 8.0 or higher;

+ High school graduation is classified as excellent, or 12th-grade academic performance classified as good with 3 years of working experience in the training specialty;

+ Graduated intermediate, college, or university level classified as excellent;

+ Graduated intermediate level, college level, or university level classified as good with 3 years of working experience in the training specialty;

- Candidates applying for a university in Nursing, Preventive Medicine, Midwifery, Dental Technology, Medical Laboratory Techniques, Medical Imaging Techniques, Rehabilitation Techniques, Music Education, Fine Arts Education, Physical Education, Sports Coaching must meet one of the following criteria:

+ Have a 12th-grade academic performance classified as good or a high school average of cultural subjects of 6.5 or higher;

+ High school graduation is classified as good, or 12th-grade academic performance classified as average with 5 years of working experience in the training specialty;

+ Graduated intermediate, college, university level classified as good or higher.

(6) Applicants who have been admitted or graduated from teacher education before May 7, 2020, and are applying to study at a university level to achieve the qualification standards as per Article 72 of the Education Law 2019, the minimum admission threshold will be determined by the training institution.

(7) Based on quality assurance requirements, the training institution will define and announce the minimum admission threshold for majors, groups of majors, and admission methods at least 10 days before the registration deadline. For teacher training majors and health majors with practicing certificates, the minimum admission threshold defined by the training institution cannot be lower than the regulations in (1), (2), and (5).
