Article 18 of Decree 165/2017/ND-CP stipulates methods of management and operation of property at the Communist Party of Vietnam's agencies, including:

- The Communist Party of Vietnam's agency assigned to manage and use property shall directly conduct the management and operation of the property assigned for management and use;

- The agency or unit assigned to manage the administration complexes (including the office of the Communist Party of Vietnam's agency) shall conduct the management and operation of the administration complexes;

- Hire a unit to conduct management and operation.

The content of property management and operation and the selection of a unit to conduct property management and operation shall comply with the law applicable to state agencies.

Additionally, this Decree stipulates that the agency assigned the management and use of property shall prepare and manage records for the property assigned for management. The property records include:

- Records related to the formation and changes of property;

- Reports on the status of management, usage, and other reports concerning property;

- Data on property at Communist Party of Vietnam's agencies in the National Database on Public Property.
