Three Methods for Testing Vietnamese Language Proficiency of Vietnamese Nationals Abroad

Circular 28/2018/TT-BGDDT has been issued by the Ministry of Education and Training, stipulating the Vietnamese Language Program for Overseas Vietnamese. This is the first Circular to detail this matter.

Circular 28 provides several commonly used assessment methods and tools as follows:

Objective Testing

- Objective assessments can utilize several techniques such as multiple-choice questions, true/false questions, matching tests, explanation tests, fill-in-the-blank tests, short answer writing...

Essay Testing

- Essay tests require candidates to write an essay with specific limitations on length, content, and nature of the response, or they can be open-ended, allowing candidates more freedom in their writing.

Self-assessment by Learners

- Self-assessment: Learners self-check and evaluate their performance and capabilities according to defined standards and criteria.- Peer assessment: Learners are required to use scoring standards to evaluate their peers. This form of assessment is applied depending on the cultural characteristics of the local region to avoid infringing on learners' privacy.

More details can be found in Circular 28/2018/TT-BGDDT which takes effect from January 11, 2019.
