To be specific:, Circular 07/2020/TT-BTTTT requires inspection of telecommunications equipment and radio stations in the following cases:
1. Initial inspection:
For telecommunications equipment and radio stations listed in the "List of Telecommunications Equipment and Radio Stations Requiring Mandatory Inspection": before putting telecommunications equipment and radio stations into operation, organizations and enterprises must conduct inspections according to the procedures specified in Article 7 of this Circular.
2. Re-inspection:
- For telecommunications equipment and radio stations that have been inspected: at least sixty (60) days before the expiration date noted on the Inspection Certificate, organizations and enterprises must conduct re-inspections according to the procedures specified in Article 7 of this Circular.- For telecommunications equipment and radio stations that have been inspected: when there is a change in technical parameters beyond the allowable standards or when there is a change in adjacent construction works leading to unsafe exposure to electromagnetic fields, the Inspection Certificate for that equipment will become invalid and the organization or enterprise must cease operations, rectify the non-compliances, and conduct re-inspections of the telecommunications equipment and radio stations according to the procedures specified in Article 7 of this Circular.- In the case where telecommunications equipment and radio stations have been inspected and have safety limits recorded in the Inspection Certificate: if there is a change in technical parameters within the allowable standards, the organization or enterprise is not required to conduct re-inspections and is responsible for ensuring the safety of the telecommunications equipment and radio stations.
3. Exceptional inspection:
To be conducted when required by state authorities, or after resolving an incident, or as per the needs of organizations and enterprises managing and operating telecommunications equipment and radio stations.
This Circular clearly states that, periodically, the Ministry of Information and Communications will issue a "List of Telecommunications Equipment and Radio Stations Requiring Mandatory Inspection" in accordance with policies, management requirements, and the actual development of telecommunications infrastructure.
