On September 29, 2014, the Government of Vietnam issued Decree 90/2014/ND-CP on the "Ho Chi Minh Award" and the "State Award" for literature and arts.
03 Criteria for Conferring the “State Award” in Literature and Arts (Illustrative Image)
Decree 90/2014/ND-CP stipulates that authors eligible for the “State Award” must have literary or artistic works meeting the following criteria:
1. Possessing exceptional value in literature, arts, ideological content, and artistic form;
2. Having a positive impact on education, building new people, enhancing public aesthetic appreciation, significantly contributing to changing public perception in the development of Vietnamese literature and arts, and in the construction and defense of the nation;
3. Being distinguished by meeting one of the following criteria:
- Awarded the Gold Prize or Prize A or First Prize at national professional competitions, festivals, and exhibitions in literature and arts organized by the Ministry of Culture, Sports, and Tourism;
- Awarded a high prize by the Central Specialized Literature and Art Association in a specialized field or awarded a major prize at international professional competitions, festivals, and exhibitions in literature and arts.
Additionally, the Decree also stipulates the authority for organizing the presentation of the “Ho Chi Minh Award” and the “State Award” in literature and arts:
- The Ministry of Culture, Sports, and Tourism presides over the organization of the presentations of the “Ho Chi Minh Award” and the “State Award” in literature and arts.
- The Ministry of Culture, Sports, and Tourism issues the Plan for conferring the “Ho Chi Minh Award” and the “State Award” in literature and arts (hereinafter referred to as the Plan) before each award presentation session.
