Three Criteria for Awarding the "Ho Chi Minh Prize" in Literature and Art

On September 29, 2014, the Government of Vietnam issued Decree 90/2014/ND-CP on the "Ho Chi Minh Award" and the "State Award" for literature and arts.

Decree 90/2014/ND-CP stipulates that authors considered for the "Ho Chi Minh Award" must have literary and artistic works and projects that meet the following standards:

1. Have exceptional value in literature and art, in terms of ideological content and artistic form;

2. Make a significant contribution to the revolutionary cause, have a broad and long-lasting influence in social life, and play an important role in changing the public's perception in the development of Vietnamese literature and art, and in building and protecting the nation;

3. Be exceptionally outstanding by meeting one of the following standards:

- Have been awarded a Gold Prize, Prize A, or First Prize at national-level professional contests, festivals, and exhibitions on literature and art organized by the Ministry of Culture, Sports and Tourism;

- Have been awarded the highest prize of the Central Specialized Association of Literature and Art in the relevant specialized field or have won the highest prize at international professional contests, festivals, and exhibitions on literature and art.

Additionally, authors and works must meet the conditions for being awarded the "Ho Chi Minh Award" and the "State Award" in literature and art as follows:

- The literary and artistic works and projects meeting the following conditions will be considered for the "Ho Chi Minh Award" and the "State Award":

- Have been publicly released through various forms such as publishing, architecture, exhibitions, theater, cinema, radio, television, teaching, records, and other forms since the founding of the Democratic Republic of Vietnam on September 2, 1945. The minimum publication period is 05 years for the "Ho Chi Minh Award" and 03 years for the "State Award" from the date of submission at the Department of Culture, Sports and Tourism and the Central Specialized Association of Literature and Art;

- Have no disputes over copyright since the time of publication;

- Authors with literary and artistic works considered for the "Ho Chi Minh Award" and the "State Award" must comply well with Vietnamese laws.
