Three cases of non-emergency suspension or reduction of electricity supply

Recently, Circular 30/2013/TT-BCT has been uniformly issued by the Minister of Industry and Trade, stipulating the conditions and procedures for stopping or reducing the level of electricity supply.

The electricity supplier suspends or reduces non-urgent electricity supply in the cases listed in Article 5 of Circular 30/2013/TT-BCT as follows:

- Suspension or reduction of electricity supply as per the electricity supplier’s plan when there is a need for repair, maintenance, overhaul, construction of power projects, load regulation, load restriction due to electricity shortages, and other planned requirements.- Suspension of electricity supply at the request of related organizations or individuals to ensure safety for construction projects.- Suspension or reduction of electricity supply at the request of the electricity buyer.

Additionally, Circular 30/2013/TT-BCT also stipulates cases where the electricity supplier suspends or reduces urgent electricity supply:

- Due to an incident occurring on the grid supplying electricity to the buyer or an incident in the power system causing a power outage that the electricity supplier cannot control.- Due to a risk of incidents causing serious safety hazards to people, equipment, and the power system.- Due to the power system's lack of capacity leading to threats to the safety of the power system.- Due to force majeure events.

Notes: The electricity supplier is a power unit licensed to operate in the field of electricity distribution and retail sale, including:

- Power Corporations;- Power Companies (under Power Corporations);- Distribution and retail electricity units.
