Things shall be noticed when drafting, printing, and copying state confidential documents related to Labor, War Invalids, and Social Affairs sector

Below important regulation is mentioned in Circular 03/2013/TT-BLDTBXH issued by the Ministry of Labor, War Invalids and Social Affairs on the work of protecting state secrets in the labor, war invalids, and social affairs sector.

When drafting, printing, and reproducing documents and materials containing state secrets, which are listed within the list of state secrets in the Labor, War Invalids, and Social Affairs sector, agencies, units, and individuals within this sector must comply with the regulations set forth in Article 6 of Circular 03/2013/TT-BLDTBXH. To be specific:

- Heads of units tasked with drafting confidential documents are responsible for maintaining confidentiality during the drafting, printing, signing, and reproducing of documents and materials containing state secrets.

- Those drafting documents containing state secrets in Labor, War Invalids, and Social Affairs sector must base the confidentiality level of each document on the list of state secrets within this sector. For materials containing state secrets such as tapes, audio recordings, videos, films, photographs, mobile storage devices like USBs, hard drives, laptops, phones, memory cards, and other mobile devices capable of storing information, a document specifying the name of the item must be included, and the confidentiality level must be stamped on this document. The person approving the document is responsible for determining the confidentiality level and the circulation scope of the document.

- The drafting, typing, printing, and reproducing of documents and materials containing state secrets must be conducted in secure locations as mandated by the head of the agency or unit directly managing the documents and materials containing state secrets. If it is necessary to use special equipment, the equipment must have been inspected and meet safety and security standards. Computers and other devices connected to the Internet must not be used for drafting, printing, or reproducing confidential documents.

- When seeking opinions from relevant agencies, organizations, or individuals for the drafting of documents containing state secrets, the unit in charge of drafting must clearly identify the scope and subjects and must stamp the necessary confidentiality level on the draft before sending it for feedback. Agencies, units, and individuals receiving the draft must manage and use it according to the confidentiality level indicated on the draft.

- Individuals responsible for printing and reproducing documents and materials containing state secrets are only permitted to print and reproduce the exact number of copies approved by the head of the agency or unit or an authorized person, and must not create extra copies. After typing, printing, or reproducing, they must check and immediately destroy any excess or erroneous copies.

- Upon completing the typing, printing, or reproducing of confidential documents, a confidentiality stamp, a retrieval stamp (if needed), page, and copy numbering, print quantity, circulation scope, recipient, and the name of the person who typed, printed, or reproduced the documents must be applied.

- For confidential documents reproduced in the form of state secrets, the materials must be sealed and stamped with the confidentiality level and bear the name of the person who reproduced them on the seal.

- The Minister of Labor, War Invalids, and Social Affairs authorizes individuals and units as follows to print and reproduce documents and materials containing state secrets within the Ministry:

-  Ministry  leaders  are  authorized  to  permit  the  printing  and  reproducing  of  documents  and  materials  containing  Top  Secret,  Strictly  Confidential,  and  Confidential  information;

-  The  leadership  of  the  Labor, War Invalids, and Social Affairs sector  Office  is  authorized  to  permit  the  printing  and  reproducing  of  documents  and  materials  containing  Strictly  Confidential  and  Confidential  information;

-  General  Directors,  Department  Heads,  Directorate  Heads  and  their  equivalents,  and  Directors  of  provincial  and  municipal  Labor, War Invalids, and Social Affairs sector  Departments  directly  under  the  central  government  are  authorized  to  permit  the  printing  and  reproducing  of  documents  and  materials  containing  Confidential  information;

-  Authorized  individuals  mentioned  above  may  not  further  delegate  this  authority  to  others.

- Information, documents, and materials containing state secrets that are printed or reproduced must be secured like the original documents.
