Regarding this issue, LawNet would like to answer as follows:
On August 22, 2023, the Ministry of Health of Vietnam issued Official Dispatch 5295/BYT-K2DT on promoting digital transformation and implementing Project 06 at agencies and units in the health sector.
To continue promoting digital transformation in the health sector, the Ministry of Health requests that heads of agencies and units implement the following contents:
- Continuing to fully and promptly implement the Party's guidelines and policies, the State's laws, and the Government's and Prime Minister's directions on digital transformation; Organizing the implementation of Resolution 157-NQ/BCSĐ on medical digital transformation until 2025, with a vision to 2030; Decision 1710/QD-BYT Promulgating the Action Plan of the Ministry of Health to implement Resolution 157-NQ/BCSD on Health digital transformation until 2025, with a vision to 2030.
- Digital transformation is a political task, the annual focus of agencies and units, with the participation of all officials, civil servants, and public employees, including party committees and leaders. First of all, the leading comrades play a decisive role.
- Ensuring the quantity and quality of human resources for digital transformation work; there are preferential policies for information technology and digital transformation human resources.
- Ensuring network information security, network security, and medical data management; focusing on the following:
+ Developing dossiers proposing information security levels for information systems managed by the unit; appraisal and approval; Implementing measures to ensure information security according to the provisions of Decree 85/2016/ND-CP on ensuring information system security by level and Circular 12/2022/TT-BTTTT detailing and guiding a number of articles of Decree 85/2016/ND-CP on ensuring information system security by level.
+ Ensuring that the proportion of expenses for network information security products and services reaches at least 10% of the total budget for implementing the annual and 5-year information technology application plan and information technology projects according to Directive 14/CT-TTg on enhancing network safety and security in order to improve Vietnam's ranking index.
- Promoting non-cash payment for medical services; continuing to fully implement the contents of Directive 12/CT-BYT on promoting non-cash payment of medical service costs.
- Prioritizing funding for information technology application activities and digital transformation; spending at least 1% of the funding sources of agencies and units on information technology application according to Directive 02/CT-BYT on promoting the application and development of information technology in the health sector.
- For preventive health facilities: ensuring the application of information technology and digital transformation meets the requirements of disease management and prevention, especially emerging and dangerous diseases like COVID -19; managing infectious and non-infectious diseases; timely updating; ensuring that there is "correct - enough - clean - live" data on vaccination.
- For universities and colleges training medical human resources: Urgently deploying information technology applications, promote digital transformation in training management, teaching, and learning, and ensuring that the content of digital transformation and the application of information technology are appropriate in the training program.
