There are 2 levels of appraisal for the national promotion plan (Illustrative image)

According to Circular 36/2013/TT-BCT, the process of appraisal and approval of the national promotion plan is implemented as follows:

1. Local Level Appraisal

- For national promotion projects registered by the Department of Industry and Trade and projects of other units implemented on the scale of a province/city directly under the Central Government:

- Provincial Promotion Centers and units implementing projects in the local area shall prepare national promotion project dossiers according to the provisions at Point a, Clause 1, Article 10 of Circular 36/2013/TT-BCT to send to the Department of Industry and Trade for local level appraisal;

- The Director of the Department of Industry and Trade organizes the local level appraisal of national promotion projects. The appraisal work is conducted by the Council or the advisory apparatus of the Director of the Department of Industry and Trade. In case of forming a Council, its composition is selected and established by the Director of the Department of Industry and Trade. After the appraisal, the national promotion projects are aggregated according to Form No. 2, Appendix 1 of Circular 36/2013/TT-BCT. The project dossiers are sent to the Agency for Local Industry for appraisal; concurrently sent to the provincial People's Committee for reporting.

- For projects and tasks undertaken by the Regional National Promotion Centers and projects of other units implemented on the scale of many provinces, cities directly under the Central Government: The project dossiers are sent directly to the Agency for Local Industry for appraisal.

2. Ministry Level Appraisal

The Director of the Agency for Local Industry organizes the Ministry level appraisal of national promotion projects and tasks. The appraisal work is conducted by the Council or the advisory apparatus of the Director of the Agency for Local Industry. In case of forming a Council, its composition is selected and established by the Director of the Agency for Local Industry. After the appraisal, the projects and promotion tasks are aggregated into the national promotion plan.
