1. The uses the Party flag according to the latest regulations in Vietnam

Regarding how to use the Party flag according to Regulation 99-QD/TW dated February 27, 2023, the instructions are as follows:

(1) For decorating the ceremony hall, meeting room, reception room, traditional room, and campus of agencies and units:

- Conference halls and meeting rooms: The position and distance between the Party and Fatherland flags with the slogan "Long Live Glorious Communist Party of Vietnam" in general must be balanced and harmonious with the space of the stage, specifically:

+ Party and country flags are on the left side of the platform (viewed from below). The bust of President Ho Chi Minh is on the right below the Party and Fatherland flags, looking in balance and harmony with the space.

+ The crescent nail of the Party flag is equal to the tip of the wing on the yellow star of the Fatherland flag.

+ The Party and Fatherland flags are decorated in a flying posture, ensuring harmony with the bust of President Ho Chi Minh and the space of the stage. In the case of decoration in the form of folded flags, one of the following forms shall be used: Vertical flags, single diagonal flags, double diagonal flags, or other forms that are appropriate, solemn, and aesthetically pleasing.

- Living room: Party and Fatherland flags are placed on the left of the main background (from the outside in), on the bottom right of the Party and Fatherland flags, a bust of President Ho Chi Minh is placed, ensuring a harmonious and balanced overall layout.

- Traditional room: Party flags are hung on poles, mounted on walls, or displayed in cabinets, ensuring solemnity, balance, and harmony with the common space.

- The campus (or the outside of the office building), the cultural center, and the cultural house.

+ Agencies and units have campuses: Party flags and national flags are regularly hung on flagpoles. The flagpole is placed in a central position, suitable for the campus of the agency or unit.

+ In case the headquarters of the agency or unit has no premises: The Party flag is hung in front of the main eaves of the building or on the roof of the building, ensuring a solemn and unobstructed position.

+ Cultural center, cultural house

The campus has a flagpole: The Party flag hangs from its own pole.

The campus does not have a flagpole: The Party flag hangs in the middle on the main eaves of the cultural center, the cultural house.

(2) When organizing Party activities:

- For the Party Congress, the awarding ceremony of the party badge, and the ceremony for the admission of new party members: The flying of the Party flag shall comply with Clause 1, Article 5 of Regulation 99-QD/TW dated February 27, 2023.

Above the title of the ceremony, the image of Leaders Marx and V.I. Lenin must be hung (Marx on the left, V.I. Lenin on the right, seen from the outside) in a solemn position, in balance with the general layout.

- When organizing Party conferences; the anniversary of the founding of the Party, the day of the establishment of party organizations; Decision announcement ceremony for party organizations, party members, and other Party activities, the flying of the Party flag shall comply with Clause 1, Article 5 of Regulation 99-QD/TW dated February 27, 2023.

The title of the ceremony is placed in a suitable position with the layout of the background of the hall, meeting room.

(3) On the stage, the stage celebrates major holidays, historical, political, and social events outdoors:

- In case there is a flagpole in front of the stage: the Party and Fatherland flags are hung on the flagpole.

- In case there is no separate flagpole in front of the stage: The flag raising is done inside the hall or can be printed on a large background. Above the stage frame, a row of pink flags (or colorful banners) can be arranged. Or you can hang the Party and Country flags in the middle, above the stage frame of the stage, and on the two sides, arrange pink flags (or colorful banners).

At the events when holding the groundbreaking ceremony, completing the stage, inaugurating, and putting into use the works, investment projects funded from the State budget: The Party flag hangs in the most solemn position on the construction.

(4) On the street, square, and central area:

- On the street: Hang the flag in the middle of the median, roundabout, greeting gate, or on both sides of the road corridor (on a separate flagpole or a combination of hanging on electricity poles and light poles) in the form of flags on poles or string flags. When flying flags on power poles, light poles along traffic roads, the size of the flag and flagpole must be commensurate with and harmonious with each type of pole.

- In squares, central areas: Hanging in separate rows or alternating Party flags with the national flag according to general, unified regulations, ensuring beauty and solemnity.

(5) On the desks of leading cadres and civil servants in agencies of the political system at all levels:

- Cadres and civil servants in agencies of the political system at all levels specified in Clause 2, Article 2 of Regulation 99-QD/TW dated February 27, 2023, may place the Party and Fatherland flags on their desks.

- The Party and Country flags are 20cm x 30cm in size, mounted on a circular handle, about 45cm high (including the base) and placed on the desk in front.

(6) At enterprises, business households, and households:

- At enterprises: If the Party flag is hung at the premises, comply with Clause 4, Article 5 of Regulation 99-QD/TW dated February 27, 2023; if hanging at the head office, comply with Clause 2, Article 11 of Regulation 99-QD/TW dated February 27, 2023.

- At private houses of business households and households: Hang the Party flag above the gate, hang it on the front wall of the house or office, or hang it on the railing of the first floor of the front of the house in a solemn position.

The flag point is at least 2 m from the ground, the handle attached to the flag body is 45 degrees ahead of the ground, and the flag must be uniform on the whole street.

- In high-rise apartment buildings: Hang the Party flag outside the apartment room of the building, in a solemn position in the direction overlooking the main street, the central area, ensuring balance and harmony.

(7) At the temple, memorial area, memorial house of President Ho Chi Minh and leading comrades of the Party and State; revolutionary historical sites; Martyrs' Cemetery, and Martyr's Memorial:

- The Party and Fatherland flags are regularly hung on the flagpoles on the campus, in the main area, in a central and solemn position.

- In the main temple: party and national flags are placed in frames or modeled on the backgrounds of places of worship and decorated on reliefs.

(8) At the place where the party's foreign affairs and state diplomacy are held:

- The flying of the Party flag is carried out in accordance with Regulation 02-QDi/TW dated July 18, 2018 of the Secretariat of the Party Central Committee on the party's foreign affairs protocol and Instruction 06-HD/BTNTW dated June 29, 2020 of the Central Committee for External Relations, and other relevant guiding documents.

- Hanging the Party flag in state diplomatic activities and at overseas Vietnamese representative missions in accordance with documents and regulations of the Party and State on foreign ceremonies, diplomatic receptions, and depending on the agreement, exchange, and agreement of the parties in the reception/talk/signing/reception meeting.

(9) The holding and procession of the Party flag when organizing activities, meetings, military parades, and parades:

- Holding the flag: The right hand should be waist-high, and the handle of the flag should be close to the little toe of the right foot in a strict posture (the person is standing at attention, the flag is upright) or resting position (the flag is tilted forward).

- Raising the flag: Performed when saluting the flag, reviewing ceremonies, or attending parades. The position of raising the flag when the flagpole is raised in front of the face and inclined to the ground about 45 degrees.

- Carrying the flag: Used when marching, when bringing the flag into the flag-raising ceremony, reviewing ceremonies, and welcoming delegates. The posture of holding the flag, holding the flagpole with the right hand, bringing it straight forward at an angle of about 45 degrees, with the left hand placing the flagpole on the right shoulder and the left arm perpendicular to the flagpole.

- Shoulder flag procession: The Party flag is carried by many people, the flag is held by hand, placed on the shoulder of a person, often used in large sizes or can use other creative forms suitable for each specific situation.

- Procession in rows: Raise the Party flag in front of you, vertically, in a predetermined line.

- Hand-waving: The user uses the hand to hold the flagpole to wave at the place where activities are held.

- Procession on a palanquin: The Party flag is placed on a palanquin carried by someone.

- Procession by vehicle: Used on parade floats.

- Procession of flying flags: Using helicopters, hot air balloons, paragliders, hydrogen balloons, or other flying vehicles and flying objects to process the flag in the air.

(10) When holding a national funeral:

At places where the Party flag is flown, it must be at half-mast (such as the use of the country's flag in funerals), done during the funeral according to regulations.

(11) The use of the Party flag in other cases must be approved by the People's Committee of the same level.

2. Principles of using the Party flag in Vietnam

- Using the Party flag for the right purposes, specifications, and in accordance with the nature of the event; Absolutely do not use damaged, frayed, torn, discolored, or peeling Party flags.

- The Party flag is always hung close to the national flag when decorating the celebration: the Party flag is on the left, the country flag is on the right from the bottom up or from the outside; the size and novelty of the two flags must be equivalent and set equally; the "Hammer - Sickle" symbol of the Party flag must be facing up. The position and place of hanging the Party flag should ensure beauty, solemnity, and synchronization with the common space; absolutely do not let the flag touch the ground.
