Position and functions of the Water Resources Institute in Vietnam

The Water Resources Institute is a public scientific and technological organization under the Ministry of Natural Resources and Environment, with the function of conducting basic and applied research, developing technology in water resources including surface water, groundwater, rainwater, and seawater to serve state management tasks; providing water resources consulting services; and training doctoral degrees in fields authorized by the competent authorities in accordance with the law.

The Water Resources Institute is a budget-using unit, with legal personality, seal, and separate accounts; headquartered in Hanoi; and operates under the financial autonomy mechanism of public scientific and technological organizations.

Tasks and powers of the Water Resources Institute in Vietnam

- Develop and submit to the Minister the Institute's development strategy, long-term, mid-term, and annual research plans, and implementation of science and technology in water resources; organize implementation after being approved by the competent authority.

- Conduct scientific research to serve the construction of development strategies, monitoring networks, national standards, national technical regulations, technical specifications, and economic-technical norms for water resources; participate in the construction of the Ministry's science and technology development strategy.

- Study the fundamental natural laws of water resources.

- Conduct applied research in science and technology to serve investigation, survey, monitoring, inventory, and mapping of water resources; planning, warning, and forecasting of water resources.

- Research and develop software, databases, transfer scientific and technological advances in water resources management, exploitation, use, prevention, control of pollution, degradation, and depletion of water resources, restoration and improvement of water sources; operate the inter-reservoir system; build models for efficient water use; evaluate the impact of climate change on water resources.

- Research and propose solutions for flood and landslide prevention, coastal erosion, saltwater intrusion, and response to climate change regarding water resources.

- Study issues related to economics, policies, and models in water resources management, allocation, use, and protection:

+ Economic mechanisms and cycles in the efficient development, exploitation, and use of water resources, comprehensive water resources management policies, river basin management, disaster prevention and mitigation, prevention of degradation and depletion of water resources to ensure sustainable development;

+ The value of water resources and valuation of water resource values, forecasting supply and demand, water markets, and risks of water scarcity;

+ Management models and investment policies for water use and exploitation.

- Study potential issues during the process of water resources management and economic-social development; issues related to water source security, cross-border water resources management.

- Participate in providing forecasts, warnings, and notifications about water resources, including water resource security, floods, droughts, saltwater intrusion, pollution, degradation, depletion, changes in water sources, and solutions for response, recovery of water resources within and outside the territory, ensuring national water source security, and the security of water resources in regions and river basins.

- Take the lead, coordinate, joint ventures, and link with organizations and individuals inside and outside the country to implement programs, projects, research topics, scientific and technological research on water resources inside and outside the country as prescribed by law.

- Provide doctoral training in fields authorized by the competent authorities; participate in training, professional development, and specialization in water resources as assigned by the Minister.

- Participate in the appraisal of programs, projects, research topics, scientific and technological research, and specialized maps on water resources as assigned by the Minister.

- Organize the implementation of scientific and technological information activities on water resources as prescribed by law.

- Provide scientific and technological consulting services and technology transfer in water resources, including planning, assessment, and forecasting of water resources; rehabilitation, replenishment, and restoration of polluted, degraded, and depleted water sources; exploitation and use of water resources; discharge into water sources; environmental impact assessment; training, dissemination, and knowledge dissemination. Provide research services to serve specific orders from enterprises regarding water resources and other services as prescribed by law.

- Organize administrative reform, practice thrift, prevent waste, and perform the tasks of preventing and combating corruption within the scope of the management of the Institute according to the program, plan of the Ministry, and assignment of the Minister.

- Manage the organization, apparatus, positions, and staffing structure according to professional titles and the number of employees of the Institute according to the assignment of the Minister and the provisions of the law.

- Manage finances and assets; fulfill the responsibilities of the budget-using unit for the units under the Institute according to the provisions of the law.

- Prepare the statistics and report periodically and promptly on the implementation of assigned tasks.

- Perform other tasks assigned by the Minister.
