The Supreme People's Court issued Plan 103/TANDTC-TCCB on February 20, 2023, on organizing the exam to raise the rank of civil servants, specialists, and main specialists in 2023.

The organization of the exam to raise the rank of officials, specialists, and main specialists in 2023 includes the following contents:

1. Subject eligible to raise their rank of officials, specialists, and main specialists in 2023 in Vietnam

Candidates for the exam to raise the rank of officials, specialists, and key specialists in 2023 include:

- Raising the rank from employee to officer:

Civil servants who are classified as employees or equivalents working in the People's Courts have met the criteria and conditions to register for the exam.

- Raising the rank from officer to specialist

Civil servants classified as cadres working in the People's Courts have met the criteria and conditions to register for the exam.

- Raising the rank from expert to main specialist:

Civil servants who are classified as specialists and are working in the People's Courts have met the criteria and conditions to register for the exam.

2. Criteria and conditions to participate in the examination to raise the rank of officials, specialists, and key specialists in 2023 in Vietnam 

* Civil servants who register to take the exam to raise their rank to cadre must fully meet the following criteria and conditions:

- The unit employing civil servants has demand;

- Being evaluated and rated at the level of completing tasks well or higher in 2022; have good political and moral qualities; not during the period of disciplinary action or in the process of disciplinary review by the competent authority;

- Currently holding the rank of employee (Code: 01.005) or equivalent; having the capacity, professional qualifications, and skills to take on a job position corresponding to the rank of civil servant (Code: 01.004);

- Satisfy the requirements for diplomas and certificates according to the standards of training and retraining qualifications of the officer ranks specified in Circular 02/2021/TT-BNV;

- Must have held the employee rank or equivalent for a full 03 (three) years or more (excluding the probationary period). In cases where the time is equivalent to the employee rank, the period of keeping the employee rank is at least 12 months, up to the expiration date of the deadline for submitting the application for registration for the promotion exam (April 1, 2023).

* Civil servants who register for the exam for promotion to the rank of specialist must fully satisfy the following criteria and conditions:

- The unit employing civil servants has demand;

- Being evaluated and rated at the level of completing tasks well or higher in 2022; have good political and moral qualities; not during the period of disciplinary action or in the process of disciplinary review by the competent authority;

- Currently holding the rank of officer (Code: 01.004) and having the capacity, professional qualifications, and professional qualifications to take up a job position corresponding to the rank of specialist (Code: 01.003);

- Satisfying the requirements for diplomas and certificates according to the standards of training and retraining qualifications of the specialist rank specified in Circular 02/2021/TT-BNV;

- Having held the rank of civil servant or equivalent for a full 03 (three) years or more (excluding the probationary period), of which the period of holding the rank of civil servant is at least 12 months, up to the deadline for submitting the application for the promotion exam is April 1, 2023.

Civil servants who register to take the exam to raise the rank to chief specialist must fully meet the following criteria and conditions:

- The unit employing civil servants has demand;

- Being evaluated and rated at the level of completing tasks well or higher in 2022; have good political and moral qualities; not during the period of disciplinary action or in the process of disciplinary review by the competent authority;

- Currently holding the rank of specialist (Code: 01.003) and having the capacity, professional qualifications, and skills to take on the job position corresponding to the rank of main specialist (Code: 01.002);

- Satisfying the requirements for diplomas and certificates according to the standards of training and retraining qualifications of the main specialist rank specified in Circular 02/2021/TT-BNV;

- Having held the rank of specialist or equivalent for a full 09 years or more (excluding the probationary period), of which the period of holding the rank of specialist must be at least 12 months; up to the expiration date of the deadline for submitting the application for registration for the promotion exam is April 1, 2023;

- During the time of holding the rank of expert or equivalent, he/she has participated in the development and appraisal of at least 01 legal document or scientific research topic, scheme, project, or program at the grassroots level or higher that the agency employing public servants assigned to preside over the research and construction has promulgated or accepted by a competent authority.

3. Application for register for the exam to raise the rank of cadres, specialists, and key specialists in 2023

Application for registration for the promotion exam to be made in one set (in a cardboard bag with dimensions of 250x350x5mm). The application includes:

- Curriculum vitae, made according to Form 2C of the Ministry of Home Affairs, certified by the agency managing and employing the civil servant;

- The comment and assessment of the head of the agency or organization employing the civil servant on the criteria and conditions for registration of the exam as prescribed;

- Copies (certified) of diplomas, certificates, projects, topics, etc. at the request of the competition category.

4. Content and form of examination to raise the rank of officers, specialists, and main specialists in 2023 in Vietnam

Comply with the provisions of Article 37 of Decree 138/2020/ND-CP, in which:

- Multiple choice exam: General knowledge, foreign languages, and informatics.

- Written exam: Professional subject.

5. Time and location of the exam to raise the rank of officials, specialists, and main specialists in 2023 in Vietnam

The time and location of the exam to raise the rank of officers, specialists, and main specialists in 2023 are as follows:

- Time to organize the exam: Expected September 2023 (the exam schedule will be arranged by the Supreme People's Court Examination Council when the quota is approved by the Ministry of Home Affairs, will be announced later).

Exam venue: Supreme People's Court.
