Recently, the Government of Vietnam has issued Decree 133/2020/ND-CP detailing the implementation of several provisions of the Law on Execution of Criminal Judgments.

According to Article 25 of Decree 133/2020/ND-CP, agencies, organizations, and individuals have responsibilities in participating in the education and rehabilitation of inmates. To be specific:
- detention facilities are responsible for cooperating with local governments, agencies, organizations at all levels to develop regulations, plans, and programs to coordinate the organization of educational and rehabilitation activities, preparing inmates for community reintegration, and maintaining order in detention facilities.
- Provincial and district-level cultural and sports professional agencies are responsible for cooperating with detention facilities to organize activities aimed at improving cultural, spiritual life, personality training, ethics, civilized lifestyle, and cultural communication among inmates:
- Cultural, artistic performances, film screenings, and exhibitions;
- Coordinating library activities, donating, and rotating books and cultural items for inmate libraries;
- Organizing exchange activities, competitions, sports contests, cultural and artistic activities, recreational activities for inmates; supporting cultural, artistic, sports, and recreational equipment for inmates;
- Conducting propaganda, promotion, and dissemination of information, policies, and laws to inmates;
- Providing specialized training in cultural, artistic, sports, and library activities for officers and soldiers at detention facilities.
- The Department of Justice cooperates with detention facilities to conduct propaganda, legal education, and free legal aid counseling for inmates.
- The Department of Labor, War Invalids, and Social Affairs; The Division of Labor, War Invalids, and Social Affairs cooperate with detention facilities to organize vocational guidance, vocational training, certification issuance for inmates, and receive social protection subjects into social protection centers as per regulations.
- The Department of Health cooperates with detention facilities to organize healthcare activities and disease treatment for inmates.
- The Ministry of Public Security and the Ministry of National Defense cooperate with the Ministry of Health, the Ministry of Culture, Sports, and Tourism, the Ministry of Justice, and the Ministry of Labor, War Invalids, and Social Affairs to guide and direct the organization of education, propaganda, and promotion about the Party's guidelines, the State’s policies and laws, legal assistance; cultural, artistic activities; sports, library, films, exhibitions, recreational activities; professional training, organizing cultural, artistic, sports activities, healthcare, and organizing labor, vocational guidance, and vocational training for inmates.
- The criminal judgment execution management agency under the Ministry of Public Security, the criminal judgment execution management agency under the Ministry of National Defense cooperate with the functional units of the Vietnam Youth Union, the Vietnam Women's Union:
- Guiding and directing detention facilities in cooperation with the provincial Vietnam Youth Union to organize activities, media events, exchanges, contests, seminars, counseling, legal aid, life skills education, health check-ups, vocational guidance, and vocational training for young inmates and assisting them in preparing to reintegrate into the community;
- Guiding and directing detention facilities with female inmates to cooperate with the provincial Vietnam Women’s Union to organize activities, media events, exchanges, contests, seminars, counseling, legal aid, life skills education, health check-ups, vocational guidance, and vocational training for female inmates, and assisting them in preparing to reintegrate into the community.
- The State encourages agencies, organizations, enterprises, production facilities, and individuals to cooperate with detention facilities to support resources, create conditions for inmates to receive education, work, vocational training, and apprenticeship, provide production and business loans, and introduce job opportunities for inmates.
