The Standing Committee of the National Assembly's Guidance on the Activities of the People's Council

In accordance with the provisions of the Ordinance on Supervision and Guidance of the Standing Committee of the National Assembly, guidance and inspection of the Government of Vietnam with respect to the People's Councils in 1996, the specific guidance activities for the People's Committees by the Standing Committee of the National Assembly are as follows:

- The Standing Committee of the National Assembly shall guide the People's Council in organizing sessions of the People's Council.

- Guidance for the People's Council in the following activities:

- Monitoring the activities of the Standing Committee of the People's Council, the People's Committee, the People's Court, and the People's Procuracy at the same level;- Providing opinions on the development of draft laws and ordinances;- Summarizing the activities of the People's Councils at all levels.

- Guiding the activities of the Standing Committee of the People's Councils of provinces, centrally-run cities, districts, district-level towns, and cities under provincial jurisdiction in performing the following tasks and exercising powers:

- Coordinating with the People's Committee to prepare the agenda and content for sessions of the People's Council;- Inspecting the People's Committee at the same level and other local state agencies in implementing resolutions of the People's Council;- Harmonizing and coordinating the activities of the committees of the People's Council;- Coordinating with the People's Committee to decide whether to submit to the People's Council or to the voters for the removal of erring members of the People's Council as recommended by the Vietnam Fatherland Front Committee at the same level;- Performing other tasks and exercising other powers as prescribed by law.

- Guiding the activities of the Chairman of the People's Council of communes, wards, and towns in performing the following tasks and exercising powers:

- Coordinating with the People's Committee to prepare the agenda and content for sessions of the People's Council;- Inspecting the implementation of resolutions of the People's Council;- Coordinating with the People's Committee to decide whether to submit to the People's Council or to the voters for the removal of erring members of the People's Council as recommended by the Vietnam Fatherland Front Committee at the same level;- Performing other tasks and exercising other powers as prescribed by law.

- Guiding the activities of the committees of the People's Council in performing the following tasks and exercising powers:

- Appraising reports and proposals for consideration by the People's Council;- Assisting the People's Council in performing its supervisory functions in accordance with the law;- Performing other tasks and exercising other powers as prescribed by law.

- Guiding the activities of People's Council deputies in performing the following tasks and exercising powers:

- Meeting with voters in their electoral units to gather opinions, aspirations, and recommendations of voters, and report on the results of People's Council sessions; disseminating and explaining resolutions of the People's Council; promoting and mobilizing people to follow the law;- Exercising the right to question and request state agencies, economic organizations, social organizations, and people's armed units to enforce the law and cease unlawful acts;- Performing other tasks and exercising other powers as prescribed by law.
