The Standing Committee of the National Assembly gives opinions on the salary adjustment plan; personnel work

(Government.vn) – At the 16th session, the National Assembly Standing Committee considered and provided opinions on the plan to adjust the minimum wage; provided opinions on personnel work to be presented at the 4th session and on personnel matters under the jurisdiction of the National Assembly Standing Committee.

On October 10, the Standing Committee of the National Assembly commenced its 16th session lasting 03 days to review 11 items and provide written opinions on 03 other items.

Guests attending the session included Deputy Prime Minister of the Government of Vietnam Le Van Thanh; Deputy Chairman and Secretary-General of the Central Committee of the Vietnam Fatherland Front Le Tien Chau; leaders and representatives from the agencies of the Supreme People's Procuracy, Ministry of Public Security, Ministry of Justice, Ministry of Finance, Ministry of Industry and Trade, Ministry of Natural Resources and Environment, Ministry of Education and Training, Ministry of Construction, Ministry of Health, Central Internal Affairs Committee, Government Inspectorate, the Central Office of the Communist Party, the Office of the Government of Vietnam.

In his opening remarks, Chairman of the National Assembly Vuong Dinh Hue emphasized that this is the last session of the Standing Committee of the National Assembly to prepare for the 4th session of the 15th National Assembly. The Chairman noted that during the 3 days of meetings, the Standing Committee of the National Assembly would review, provide opinions, and decide on several key issues as follows:

Standing Committee comments on the allocation of Central State Budget, minimum wage adjustment

The first group of issues involves the Standing Committee of the National Assembly reviewing reports from the Government of Vietnam and examining reports from the Finance and Budget Committee and the Economic Committee of the National Assembly on the implementation of the 2022 socio-economic development and financial budget plans; projected objectives, indicators, tasks, and solutions for the 2023 socio-economic development plan; and the 2023 allocation plan for the Central State Budget, which includes the plan for minimum wage adjustment.

This session, the National Assembly will decide on a medium-term financial and budget plan for the 3 years from 2023 to 2025 according to the State Budget Law.

The Chairman of the National Assembly requested that the Standing Committee of the National Assembly uphold the spirit and conclusions of the 6th Plenum of the 13th Central Committee, while also capturing the realities in localities and the legislative functions, supreme oversight, and decision-making regarding significant national issues in each sector and field to give profound assessments on these matters.

The second group of issues includes the Standing Committee of the National Assembly giving opinions on reports by the Presidium of the Central Committee of the Vietnam Fatherland Front and by the People's Petition Board on collected opinions and recommendations from voters and the public to be sent to the 4th session of the 15th National Assembly.

This content will be reviewed in conjunction with considering the report by the People's Petition Board on the National Assembly's people's petition work in September.

Removing obstacles for some BOT projects

The third group of issues involves several matters proposed by the Government of Vietnam that arose from the regular meetings of the Standing Committee of the National Assembly from September 2022 to the present, including:

The implementation of Resolution 30/2021/QH15 on the 1st session of the 15th National Assembly, outcomes related to dual tasks of effective pandemic prevention and control, while supporting the populace and businesses, recovering and developing production and business, and handling the validity of this Resolution.

Regarding the summary report on the implementation of Resolution 54/2017/QH14 of the 14th National Assembly on piloting specific mechanisms and policies for the development of Ho Chi Minh City, the Government of Vietnam requests to extend the validity of Resolution 54 until the end of next year.

Regarding the preliminary report on 3 years of implementation of Resolution 115/2020/QH14 on specific financial and budget policies for Hanoi.

Additionally, the Government of Vietnam proposes that the Standing Committee of the National Assembly give opinions to prepare for submission to the National Assembly to resolve obstacles for some BOT projects.

In this session, the Standing Committee of the National Assembly will comment on personnel work to present to the 4th session and matters under the authority of the Standing Committee of the National Assembly.

Regarding other matters, the Chairman of the National Assembly noted that the Standing Committee of the National Assembly will provide opinions on the draft resolution of the National Assembly on piloting the right to choose automobile license plates through auction.

During this session, the Standing Committee of the National Assembly will comment on personnel work to present to the 4th session and matters under the authority of the Standing Committee of the National Assembly.

The Chairman of the National Assembly further noted that the National Assembly leadership directed the Secretary-General and the Head of the Office of the National Assembly to present the new identity system of the National Assembly for feedback from the Standing Committee of the National Assembly.

The Chairman emphasized that based on the outcomes of this session, the Standing Committee of the National Assembly will review and give final comments on the agenda for the 4th session.

He underscored that although this session is limited to 3 days, the content is very significant, including complex and unprecedented matters such as handling BOT issues. The Chairman called on the Standing Committee of the National Assembly to maintain the spirit of responsibility and momentum from previous sessions since the beginning of the term, continuing thorough research and lively contributions; requested the Government of Vietnam, Supreme People’s Court, Supreme People’s Procuracy, State Audit Office, and relevant agencies and organizations to arrange participation according to their authority and responsibilities to ensure the successful completion of the session content and thorough preparation for the 4th session./.
