Recently, the Ministry of National Defense issued Circular 24/2014/TT-BQP stipulating the duties and powers of agencies and units under the Ministry of National Defense, the Command of Military Forces of Ministries and Central Government Agencies regarding national defense and security education; fostering national defense and security knowledge within the Vietnam People's Army.

According to Article 14 of Circular 24/2014/TT-BQP, the responsibilities and powers of military regions regarding education and training of defense and security knowledge in the Vietnam People's Army are as follows:
Assist the Minister of National Defense in implementing state management of defense and security education on the territory of the military region.
Annually, develop plans for defense and security knowledge training for Subject 2 of the following year within the military region, submit to the Minister of National Defense for approval in June; direct the military region's military school to develop training plans for each course, submit to the Chairman of the Military Region's Defense and Security Education Council for approval, and organize implementation.
Direct the Military Region's Defense and Security Education Council, provincial, district, commune Defense and Security Education Councils, agencies, and units within the territory in implementing defense and security education for students, training in defense and security knowledge for relevant subjects according to authority, and disseminate defense and security knowledge to the entire population.
Direct subordinates to send officers to participate in defense and security education in stationed areas, provide conditions regarding weapons, military explosives, technical equipment, specialized military teaching equipment, training grounds, and shooting ranges for defense and security education as requested by competent authorities.
Coordinate with relevant agencies and organizations to compile, evaluate programs, curricula, materials on defense and security education; promptly provide information for defense and security education; conduct scientific research on defense and security education; organize training, fostering defense and security knowledge for dispatched officers in the area.
