On April 8, 2024, the Ministry of Education and Training issued Official Dispatch 1585/BGDĐT-GDTX on the organization of the third Vietnam Book and Reading Culture Day in 2024.

The purposes of organizing the third Vietnam Book and Reading Culture Day in 2024 

The Ministry of Education and Training (MOET) proposes that the Directors of the Departments of Education and Training, the Rectors of Universities, Academies, Universities, and Colleges of Education organize the specific Vietnam Book and Reading Culture Day as follows:

(1) Objectives and requirements:

- Promote the value of books and reading culture in the education and training system; contribute to the construction of spiritual cultural life, and promote the moral values and academic tradition of the nation.

- Develop plans to implement activities of the Vietnam Book and Reading Culture Day that are suitable for the functions and tasks of each unit and meet practical requirements in a diverse and rich manner, combining traditional activities with modern organizational methods in line with the development trend of technology platforms and digital transformation.

(2) Content and organization methods:

* Content:

- Focus on organizing a series of activities for the Vietnam Book and Reading Culture Day from April 15, 2024, to May 1, 2024, with the messages: “Sách hay cần bạn đọc” ("Good books need good readers"); “Sách quý tặng bạn” ("Valuable books as gifts"); “Tặng sách hay - Mua sách thật” ("Give good books - Buy real books"); “Sách hay: Mắt đọc - Tai nghe” ("Good books: For the eyes - For the ears").

- Enhance information and propaganda on mass media with appropriate forms regarding the purpose and significance of the Vietnam Book and Reading Culture Day. Encourage and motivate officials, teachers, staff, students, and the community to regularly read books at school libraries, community libraries, digital libraries, and online libraries; organize diverse reading promotion activities (reading physical books, e-books, etc.) combined with professional activities (learning, training, development, scientific research, etc.) and cultural activities of educational institutions.

- Direct educational and training institutions to enhance the role of library systems, strengthen coordination and connectivity between school libraries, provincial libraries, community libraries, book clubs, and publishers in the area; share the content, significance, and experiences of reading books with individuals and organizations.

* Organization methods:

- Organize the Vietnam Book and Reading Culture Day activities in educational and training institutions, focusing on remote, far-flung, and disadvantaged areas to generate broad and effective social responses; encourage the participation of communities, parents of students, as well as individuals and organizations interested in promoting reading in educational and training institutions.

- Organize competitions, contests, games, exchanges, workshops, discussions, and seminars to explore books; book reading contests and reviews contests; introduce book records; book gifting and auctions; provide professional training to improve library management skills for school librarians. Launch book, newspapers and document exchange movements, and book exhibitions and introductions; establish reading corners, libraries in schools; encourage parents of students to accompany and support the construction of class libraries in educational and training institutions.

- Enhance school library activities, diversify in terms of form and content, such as book introductions, book introduction by topic points, book displays, book exhibitions, storytelling based on books, enjoyable book reading, book-related games, dramatic performances based on books, writing commentaries, book reports, drawing illustrations based on books, book cover decoration, dressing up as favorite characters, favorite book corner photo competitions, film narrations, etc., Effective implementation of lessons, library reading periods, especially for primary school levels.

- Strengthen the application of information technology, optimize technology platforms, and digital transformation to contribute to improving the quality of library activities as well as reading activities in educational and training institutions; enhance the use and exploitation of digital learning resources, e-books, digital libraries, and online libraries to meet the needs of officials, teachers, staff, and students in management, teaching, and learning activities; organize counseling, training, and guidance on search skills, exploitation, and use of useful and legally compliant digital learning resources.

- Strengthen propaganda and communication of the significance of organizing the Vietnam Book and Reading Culture Day; acknowledge, commend, and replicate collectives and individuals with outstanding achievements in building and developing reading culture in educational and training institutions, encourage lifelong learning, and contribute to building a learning society; introduce and multiply exemplary and typical models of school library management and organization activities.
