The Provincial People's Committee will specify targets for rank promotion to professional titles of Vietnamese public employees

On September 25, 2020, Hanoi issued Decree 115/2020/ND-CP on the recruitment, employment, and management of public employees.

The Provincial People's Committee will specify targets for rank promotion to professional titles of Vietnamese public employees (illustrative image)

Article 33 of Decree 115/2020/ND-CP outlines the assignment and decentralization for organizing exams or considerations for rank promotion to higher adjacent professional titles within the same career field as follows:

  • The ministry managing the professional titles of specialized public employees will preside over organizing exams or considerations for rank promotion to Grade I professional titles, after obtaining the Ministry of Internal Affairs' opinion on the content of the scheme and targets for rank promotion.
  • Ministries, ministerial-level agencies, Government-attached agencies, and provincial/municipal People's Committees will preside over organizing exams or considerations for rank promotion to Grade II professional titles, after obtaining the Ministry of Internal Affairs' opinion on the content of the scheme and targets for rank promotion.
  • Ministries, ministerial-level agencies, Government-attached agencies, and provincial/municipal People's Committees will decide on targets for the rank promotion, organize, delegate, and authorize public service units to organize exams or considerations for rank promotion to Grade III and Grade IV professional titles.
  • The assignment and decentralization for organizing exams or considerations for rank promotion to professional titles in public service units of political organizations or socio-political organizations will follow the regulations of the competent authority of the CPV.

When organizing exams or considerations for rank promotion to higher adjacent professional titles within the same career field, the head of the competent authority or unit will perform the following tasks:

  • Develop a scheme for organizing exams or considerations for rank promotion to professional titles;
  • Summarize the demand for targets for rank promotion and list public employees who meet the standards and conditions for registering for exams or considerations for rank promotion to professional titles;
  • Form a council to organize exams or considerations for rank promotion to professional titles;
  • Decide to organize the exam or consideration for rank promotion to professional titles;
  • Recognize the results of the exam or consideration for rank promotion to professional titles;
  • Inspect and supervise the organization of exams or considerations by the council for rank promotion to professional titles.
