The Protection of State Secrets in Foreign Affairs Activities

This content is stipulated in Circular 19/2017/TT-BTTTT issued by the Ministry of Information and Communications on September 12, 2017, which regulates the protection of state secrets in the information and communications sector.

Circular 19 stipulates that in foreign-related activities, state secrets must be protected as follows:

- Agencies, organizations, units, and individuals in the information and communication sector who have relations and contacts with foreign organizations or individuals shall not arbitrarily disclose state secrets.

- When carrying out international cooperation programs or performing official duties that require the provision of information within the scope of state secrets to foreign organizations or individuals, the following principles must be adhered to:

- Protect national interests;- Only provide information that has been approved by competent authorities in accordance with regulations.

Additionally, Circular 19 also stipulates that the protection of state secrets in communications shall be carried out as follows:

- All content within the scope of state secrets in the information and communication sector transmitted via communication means must be encrypted in accordance with legal regulations on cryptography.
