According to Circular 04/2023/TT-BLDTBXH, the process of formulating the Regulation on the minimum amount of knowledge and capacity requirements that learners can achieve after graduating from intermediate or college degrees is as follows:

1. Preparation for construction

- The Director General of the General Department of Vocational Education decides to establish a Steering Committee to develop Regulations on the minimum amount of knowledge and capacity requirements that learners can achieve after graduating from intermediate or college degrees according to each training discipline or profession (hereinafter referred to as the Board of Directors);

- The Board of Directors is trained and guided by the General Department of Vocational Education and Training on methods and procedures for building Regulations on the minimum amount of knowledge and capacity requirements that learners can achieve after graduating from intermediate or college level.

2. The Board of Directors shall organize the formulation of Regulations on the minimum amount of knowledge and capacity requirements that learners can achieve after graduating from intermediate or college degrees according to the following steps:

- Research and survey on occupational standards, worker-level standards, job positions in enterprises, and national occupational skill standards;

- Job analysis, job analysis, identification of job positions, and required competencies for each job position in the profession;

- Organizing content compilation Regulations on the minimum amount of knowledge and capacity requirements that learners achieve after graduating from intermediate or college degrees according to the form specified in the Appendix issued together with Circular 04/2023/TT-BLDTBXH;

- Organizing workshops to collect comments from managers, scientists, experts, lecturers, teachers, employers to complete the draft content;

- Collecting opinions from businesses, professional managers, and training managers on the draft Regulation on the minimum amount of knowledge and capacity requirements that learners can achieve after graduating from the intermediate level, the college level;

- Based on the results of comments as prescribed at Points d and dd Clause 2 Article 8 of Circular 12/2017/TT-BLDTBXH, the Board of Directors shall receive, explain, and complete the content of the draft Regulation on the minimum amount of knowledge, the requirements on the competencies that learners can achieve after graduating from the intermediate or college level and send it to the General Department of Vocational Education for evaluation.

3. The General Department of Vocational Education guides, inspects, and supervises the process of organizing the formulation of Regulations on the minimum amount of knowledge and capacity requirements that learners achieve after graduating from the intermediate level to the college level in accordance with the process and quality assurance.

The content stipulates the minimum amount of knowledge and capacity requirements that learners can achieve after graduating from intermediate or college degrees, according to each training discipline or profession in Vietnam

The minimum amount of knowledge and capacity requirements that learners can achieve after graduating from intermediate or college degrees according to each training discipline or profession include the following contents:

1. Name of training industry or profession

2. Training level

3. Minimum amount of knowledge

4. Competency Requirements

- Required knowledge;

- Requirements on skills;

- Degree of autonomy and responsibility.
